The House Republican Balanced Budget: No New Taxes, Funding Furlough Fridays, and Ensuring a Sustainable Safety Net

For immediate release, April 13, 2010

Honolulu - "Today, House Republicans present the first balanced budget and financial plan, that does not raise taxes, fully funds Furlough Fridays, and ensures a sustainable safety net," declared House Minority Policy Leader Gene Ward (R-17th District – Hawaii Kai-Kalama Valley).

The budget that will be presented today supports House Republicans' previous claims that the Legislature can say no to "job killers" that will only slow our economic recovery while preserving core services for our most vulnerable.

In short, our budget will:

  • Provide up to $92 million to end school furloughs

  • Restore House cuts to services for children and adolescents

  • Add funds for Kupuna Care, public libraries, agriculture inspectors and more

  • Generate revenue without tax increases

Additionally, we will be placing the State Budget online in an interactive Excel format that the public can use to better understand the budgeting process and build their own budget should they wish.

2010 Six Year Financial Plan Worksheet

The above spreadsheet is still a work in progress, but it does contain a variety of proposals currently moving through the legislature. If you want to get familiar with the budget, this is a good place to start because it will allow you to make your own choices by simply placing an ”x” in the left column next to the  proposals. The fiscal impact of the proposal will then be added to the ending balance. Keep in mind, the starting deficits are quite high because we’ve taken proposals like taking the TAT from the counties out of the initial budget and turned them into options you can click on. Some of the proposals that most parties agreed with were left in, but if you disagree, you can always zero out the dollars in that line-item. We will be adding more HB2200 items to the spreadsheet within the next couple of days so please check back for version 2. If you’d like to review some of the House Republican Caucus’ decisions on these items, please view the pdf’s below.
