HRS 205 Chapter A-2 lays out ten objectives and policies for coastal zone management: (pg 3)
- Recreational resources
- Historic resources
- Scenic and Open Space
- Coastal Ecosystems
- Economic Uses
- Coastal Hazards
- Managing Development
- Public Participation
- Beach Protection
- Marine Resources
But the ORMP sets its own ”Management Priorities” (pg 14) and right at the top of the list is priority #1
- “Appropriate Coastal Development”
Here are the ‘Criteria for Selecting Management priorities During Adaptation Phase’ (pg 15)
- Agency commitments exist for substantial effort and measurement of progress over the upcoming five years
- Presents an immediate or urgent threat
- Presents a long term threat which if untreated can lead to irretrievable harm
- Work involves a state agency and requires several years of effort
- Work involves a community group with efforts already underway with demonstrated progress
