Repeals the prohibition of using arbitration to resolve impasses or disputes relating to state and county EUTF contributions. Authorizes the arbitration panel to decide on EUTF contributions. Specifies EUTF and group life insurance contributions must be negotiated for active employees. Stipulates that if the Legislature fails to fund a negotiated or arbitrated costs items for EUTF and group life insurance contributions, negotiations on all negotiable items may be reopened. Dept. of the Attorney General stated that that "[g]iving the decision-making authority over amounts of contributions to an arbitration panel, thus removing legislative oversight and involvement, poses significant risks".

(Transportation; Toll Roads) AS AMENDED, PASS SECOND READING, REFER TO FINANCE
Authorizes director of transportation to impose toll charges on existing highways or construct new toll roads. DOT may "lease" toll roads to private entities, who operate and maintain the toll roads. A "feasibility study" must be done before the DOT imposes a toll on an existing road or enters into an agreement with a private contractor to build a new toll road. Prohibits a toll road where there is no alternate, non-toll route available for drivers (Rep. Johanson's amendment).

This change intends to streamline early learning opportunities and clear the way for other bills relating to early learning opportunities and preschool.
