Final call: Apply for CARES sewer bill relief by October 31

News Release from City and County of Honolulu, Department of Environmental Services, October 21, 2026

HONOLULU – The City and County of Honolulu’s Department of Environmental Services (ENV) is urging eligible Oʻahu residents to submit their Customer Assistance for Residential Environmental Services (CARES) applications before the program deadline.

Applications must be postmarked no later than October 31, 2026. Late applications will not be accepted.

Since CARES launched in May, ENV has received over 2742 applications, approved 1886 applications and awarded more than $442,880 in credits.

The CARES program offers up to $240 in annual sewer bill credits per qualifying household applied directly to the sewer bill.

The program is part of the City’s effort to help residents manage utility costs.

“CARES was created to help local families offset changes in sewer fees,” ENV Director Roger Babcock said. “If you think you qualify, apply today. We want to make sure every eligible household gets the support they need.”

Who qualifies: Oʻahu residential sewer customers with household income at below 80% of the AMI.

How to apply: Pick up an application at Satellite City Halls, public libraries or print one online.

Applications must include a copy of the applicant’s most recent sewer bill and their 2025 tax returns.
