Honolulu City Council confirms Krishna Jayaram as Managing Director

News Release from Office of the Mayor, August 12, 2026

HONOLULU – Mayor Rick Blangiardi today announced that the Honolulu City Council has confirmed Krishna Jayaram as the City and County of Honolulu’s new Managing Director.

Jayaram, who served as Deputy Managing Director since 2022, stepped into the role of Managing Director Designate following Mike Formby’s departure in June.

“Krishna has earned the trust and respect of our entire administration through his steady leadership, thoughtful decision-making, and unwavering commitment to public service,” said Mayor Blangiardi. “He understands how this administration operates, knows our priorities, and shares my commitment to delivering results for the people of Oʻahu. I am grateful to the City Council for confirming his appointment and look forward to continuing our work together as we build on the extraordinary progress we have made over the past five and a half years.”

As Managing Director, Jayaram will oversee the day-to-day operations of City government, coordinate the work of City departments, and help advance the administration’s priorities, including housing, homelessness, public safety, economic development, and government efficiency.

Prior to joining the Mayor’s Office, Jayaram served as First Deputy Corporation Counsel for the City and as a Special Assistant to the Hawaiʻi Attorney General, bringing extensive legal and government experience to the administration. He also serves as the City’s LGBTQ+ liaison.

“I am deeply grateful for Mayor Blangiardi’s trust and confidence and for the support of the incredible team that he built,” said Managing Director Krishna Jayaram. “It is the honor of a lifetime to serve this incredible community in this role, and I look forward to continuing the work with our departments, business and community partners, and residents to ensure we provide the highest level of service to the people of Oʻahu.”

Joining Jayaram in the administration’s executive leadership team is Ian Scheuring, who has been appointed Deputy Managing Director. Scheuring most recently served as Deputy Communications Director in the Mayor’s Office, where he helped shape the administration’s communications strategy and served as the principal writer for Mayor Blangiardi’s annual State of the City addresses. Before joining the City, Scheuring built a successful career in journalism and communications, bringing extensive experience in public affairs, strategic communications, and organizational leadership.

Together, Jayaram and Scheuring will build on the administration’s momentum by fostering collaboration across City departments and ensuring government continues to serve the people of Oʻahu with excellence, integrity, and accountability.

Jayaram’s confirmation is effective immediately.
