Nearly Unanimous Votes

The week started straightforwardly enough and then it got weird.
On Monday, the Senate passed H.R. 6644: 21st Century ROAD to Housing Act. The House was expected to quickly pass it too and it did: 358-32. Then there was going to be a big signing ceremony at the Capitol and everyone would get good press and finish up work before the July 4th break.
But the President was mad at the Senate, so it all ground to a halt. Why was he mad? He said it was because the Senate agreed to a non-binding resolution already passed in the House against the war on Iran.
So, Senate Republicans held another vote on the war - on a resolution that, were it to also pass the House would have legal force - and voted this one down. Will such a transparent attempt to mollify the President work? Who knows.
Meanwhile, the housing bill is fine, just delayed from becoming law. President Trump fully backed down from the same threat earlier this year so there’s every reason to expect he will again this time.
Laws do not have to be signed by the President to go into effect. Once they’re presented to the President, there’s approximately 10 days for action. If no action is taken (like vetoing or signing), then the bill becomes law. Congress can hold bills until they think the time is right with no time limit on their end except for the ending of this Congress in early January 2027.
In addition to being mad about the Iran vote, the President again demanded that Congress pass the SAVE America Act.
For this to happen, either Democratic Senators would have to vote for it or Senate Republicans would have to agree to get rid of the filibuster (the reason why Democratic Senators would have to agree to it). Democratic Senators are not going to vote for this bill which leaves killing the filibuster. President Trump’s approach is mystifying since most people respond poorly to constantly being badgered and having their work undermined, but he seems convinced that he’ll wear them down. Maybe he’s right.
Eager to get in on the fun, a small group of Republicans shut down work on the House Floor on Thursday while demanding the Senate pass the SAVE America Act.
Despite his own blockade style tactics just one day before, President Trump has reportedly asked this small group of House Republicans to stop. Per Politico, they agreed to stop this action, but also said they were demanding it be attached to other bills normally likely to pass. Doing so would just kill those bills in the Senate.
The bottom line is this: the SAVE America Act does not have the votes to pass both chambers of Congress. The various punitive paths described above do not appear to be winning any new votes.

Other House Votes
These bills are not close to becoming law. They’ll have to get through the Senate first. Given all the drama we described at the top of the post, it’s notable that the votes the House did take were all lopsided majorities and unanimous in one case.
