Senate Approves Even More Money for ICE and CBP

Ever More Funding for ICE and CBP

In the summer of 2025, Congressional Republicans passed a reconciliation bill providing $170.7 billion dollars to the Department of Homeland Security for immigration enforcement related activities. According to Office of Management and Budget, of the $75 billion specifically for ICE, $63 billion remains unspent while of the $65 billion for CBP, $37 billion remains unspent.

Or, to put it another way, ICE and CBP, despite receiving no annual appropriations this year, still have $100 billion dollars in funding to spend.

So, obviously, what Congress needs to do this year is appropriate still more money to ICE and CBP (another $70 billion to ICE and CBP together through 2029). Last night, in a 52-47 vote, that’s just what the Senate did.

The bill goes to the House next. You may hear that some House Republicans are unhappy with the bill as is and will be withholding their votes unless their demands are met.

But more than a few Senate Republicans also said that and when it came time, all but one (Sen. Murkowski (R-AK)) voted for it anyway. Readers can assume this pattern will also hold in the House. Once it passes the House, the President will sign it. At that point, ICE and CBP will have jointly $170 billion dollars in funding through 2029 in addition to any additional annual funding the agencies may receive in future appropriations bills.

One Bill Becomes Law

S. 254: ARTIST Act, which amends the Marine Mammal Protection Act of 1972 to protect the cultural practices and livelihoods of producers of Alaska Native handicrafts and marine mammal ivory products, passed the House 404-14. It goes to the President next for signing.

House Cuts Aid to Breastfeeding Mothers and Young Children

The house passed 213-210 the H.R. 8646: Agriculture, Rural Development, Food and Drug Administration, and Related Agency Appropriations Act, 2027. In its current form, “…the National WIC Association, an advocacy group for public health nutrition providers, estimated that the bill would reduce monthly fruit and vegetable benefits from $52 to $13 for breastfeeding mothers and from $26 to $10 for young children.” (Washington Post) It’s possible that when it goes to the Senate, this provision is altered in some way. The bill is not yet near passage.

House Votes Against Administration Positions on Ukraine and Iran

Both the discharge petition (number 8) to put forward a bill authorizing support for Ukraine and the bill itself (H.R. 2913: Ukraine Support Act) passed. Interestingly, the final bill - after other Republicans had taken the initial risk with the discharge petition - had more support. The vote on the discharge petition was 218-204 while the legislation passed by 226-195.

The House also voted in favor of another resolution from Rep. Meeks (D-NY5). This resolution was the one against the War on Iran that had been abruptly postponed right before the most recent recess. H.Con.Res. 86: Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove United States Armed Forces from hostilities with Iran passed 215-208. Six Republicans did not cast votes, but even if they had voted against the resolution, it would still have passed.

Both of these bills would next go to the Senate. Even if they passed there, the President would likely veto them. These votes are notable only because it’s so rare in this Congress for any Republicans to vote against anything the President favors.

Other Votes

These three bills would next need to pass the Senate. They are not close to passage.

H.R. 7618: American Battlefield Protection Program Amendments Act of 2026 passed 404-13.
H.R. 2860: Northwest Straits Marine Conservation Initiative Reauthorization Act of 2025 passed 374-409.
H.R. 7726: Stop Child Care Scams Act of 2026, which would would require states to include additional information in their plans for the Child Care Development Block Grant (CCDBG) and Child Care Entitlement to States (CCES) programs to describe how they would oversee childcare providers who receive program funding and ensure program integrity (CBO), passed 217-207.
