Another Weird Week, Cut Short

It was a fairly weird week in Congress, with lots of votes including on the Iran War and Republicans failing to move forward on major agenda items.

Two bills heading to the President next

On the one hand, the House passed quite a few bills nearly unanimously, including two that will become law:

S. 2393: Fiscal Year 2025 Veterans Affairs Major Medical Facility Authorization Act passed 405-5. It goes to the President next for signing.
S. 1003: Lulu’s Law, which adds shark attacks to the list of allowed events for emergency alerts, passed 401-6. It goes to the President next for signing.

House-passed bills

The other bills that go to the Senate next include a major housing bill and several banking bills:

H.Res. 1299: 21st Century ROAD to Housing Act passed 396-13. This is a large and complex bill. The Bipartisan Policy Center has an overall explainer of the bill, although it’s a little out of date now. The Hill reported on the latest changes which include stripping a provision related to institutional owners and provisions related to zoning and land use.
H.R. 4544: American Access to Banking Act, which is intended to increase the number of community banks by making it easier to start them, passed 405-4.
H.R. 5317: Community Bank Deposit Access Act of 2025, which would create exemptions from FDIC rules to give banks greater flexibility in funding loans, passed 393-16.
H.R. 3234: Keeping Deposits Local Act passed 405-0.

Two on veterans issues:

H.R. 6047: Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act of 2026, which would direct the Secretary of Veterans Affairs to increase the dollar amounts for the payment of certain disability compensation and dependency and indemnity compensation, passed 235-179.
H.R. 1041: Veterans 2nd Amendment Protection Act, which prohibits sharing the fact that a veteran has been judged to need a fiduciary to handle their benefits as part of a national background check for gun purchases, passed 216-201.

One anti-trans bill:

H.R. 2616: Stopping Indoctrination and Protecting Kids Act, which would require public elementary and middle schools that receive funds under the Elementary and Secondary Education Act of 1965 to obtain parental consent before changing a minor’s gender markers, pronouns, or preferred name on any school form or sex-based accommodations, including locker rooms or bathrooms, passed 217-198. Eight Democrats, including three putative members of the Congressional Equality Caucus, voted for it along with all Republicans casting votes.

And one non-substantive bill:

H.R. 1993: 25th Anniversary of 9/11 Commemorative Coin Act passed 415-0.

Republicans delay their megafunding bill

On the other, Senate Republicans suddenly decided to put off the reconciliation bill that, had it stayed focused on its original aims of augmenting funding for ICE and CBP, would likely have passed both chambers this week. Instead, a proposed $1 billion in White House ballroom-related funding, Trump’s announcement of a slush fund for allies, and a self-pardon, of sorts, for Trump’s tax filings caused support among Republicans for their own reconciliation process to fall apart.

“How absurd does that sound coming out of my mouth?” Republican Sen. Thom Tillis said about the plans for the slush fund to support January 6, 2021 rioters who pled guilty to assaulting Capitol Police officers. “A slush fund to pay people who assault cops? Utterly stupid, morally wrong — Take your pick,” Republican Sen. Mitch McConnell said.

In April, during the DHS shutdown, President Trump told Congress to pass it by June 1, which seems unlikely. He also demanded that the SAVE Act voter ID bill be included, against reconciliation rules. (Remember his threat that he won’t sign any bills until the SAVE Act is passed?)

Senate advances bill to end Iran war

The one bill the Senate did procedurally advance this week (50-47) was a bill to end the war on Iran, with four Republicans voting in favor. It still needs a final vote in the Senate, would probably fail in the House, and would certainly be vetoed by President Trump.

House cancels Iran war vote

On the third hand, as Thursday wore on and a bill on the House floor failed, House leadership cancelled another vote disapproving of the war on Iran because it almost certainly would have passed. That was probably only due to Republican absences, but maybe not.

The bill that did get a vote and failed was H.R. 1329: Smithsonian American Women’s History Museum Act. It had had broad bipartisan support until it was amended to specify the museum was only about “biological women,” at which point Democrats changed their minds. For reasons that aren’t known, six Republicans also voted against it.

Given how the museum vote went, the House abruptly canceled the war powers resolution vote and left for their Memorial Day week off.

Both chambers return the first week of June.
