This year’s findings show overall transparency scores declined nationwide, with several states continuing to struggle with delayed reports, poor audit outcomes, and hidden retirement liabilities.
(Hawaii’s Employees’ Retirement System typically issues a financial report, but its score was reduced by 25 points this year because the 2024 financial report was unavailable on its website as of August 2025.)
