One Nomination Confirmed, Two Bills Passed

The House was out this week so only the Senate was voting.

There was one bill that passed the Senate by unanimous consent: S. 327: HONOR Act. This bill would, if it passes the House, deny any foreign tax credit or deduction with respect to taxes paid or accrued to the Russian Federation.

The Senate confirmed Joshua M. Rudd as a general by 71-29. There was one procedural vote before the confirmation vote.

The Senate passed, with significant changes, H.R. 6644: 21st Century ROAD to Housing Act by 89-10. Because of the changes, the bill will have to go back to the House.

Ironically, one of the changes added to the bill that would create a ban on institutional investors in housing and which has the President's explicit support, may make it harder to pass in the House.

The changes to the bill were added via a full substitution of the text sent to the Senate from the House. The substitute amendment passed by nearly the same count as the bill itself: 84-10. Several Senators simply did not cast a vote on the amendment.
