Congress Approves of the War on Iran

War on Iran
We discussed in Monday's preview that there would be a vote in each chamber of Congress this week about whether to disapprove of the War on Iran now that the President has gone ahead without consulting Congress as is legally required.
Both resolutions failed. So, in fact, a majority of Congress approves of the War. Not big majorities, but they don't have to be. The House resolution failed 212-219 while the Senate's resolution failed 53-47. In both chambers, one or a few members of each party voted opposite all the rest, but they were largely party line votes.
The House also passed a resolution, e.g. a statement of House opinion with no legal force, called H.Res. 1099: Reaffirming Iran remains the largest state sponsor of terrorism by substantial margins: 372-53. It seems a little odd to be so firmly convinced that Iran is "the largest state sponsor of terrorism" and yet only barely supportive of a war against Iran, but we are merely observers of the House.
Ethics
Rep. Gonzales (R-TX23), who we added to the Misconduct Database this week with the announcement of an official investigation into an alleged sexual relationship of an aide and other violations, has ended his re-election campaign.
In the midst of reactions to Gonzales' admission of an affair, Rep. Mace (R-SC1) introduced a privileged resolution H.Res. 1100: Directing the Committee on Ethics to preserve and publicly release records of the Committee’s review of violations or alleged violations of clause 9 (as it pertains to acts of sexual harassment) and clause 18 of rule XXIII of the Rules of the House of Representatives.
The Ethics Committee released a statement in opposition to the Mace resolution on Wednesday, March 4. The Ethics Committee's stated objection to the resolution was that "the forced disclosures mandated by House Resolution 1072 could chill victim cooperation and witness participation in ongoing and future investigations".
Later that day, the House voted 357-65 to refer her resolution to the Ethics Committee. Effectively, this kills the resolution.
Possibly if the Mace resolution had protected identifiable information of victims/alleged victims and witnesses, it might have succeeded since witness protection seems to be the difference in the resolution and the statement of the Committee.
Scheduled Votes versus Reality
Of the bills on the "under suspension of the rules" list for this week, all but three were passed by voice vote. Two had recorded votes and are listed below; one received no vote at all: H.R. 4467: Vicksburg National Military Park Boundary Modification Act. The two bills listed as coming to the floor under a rule (e.g. expected to pass with majority party votes only) did not come to the floor either. Perhaps the three not dealt with this week will get votes the week after next when members return to Washington, D.C.?
One bill, noted below, will become law.
S. 723: Tribal Trust Land Homeownership Act of 2025, which would require the Bureau of Indian Affairs to process and complete all mortgage packages associated with residential and business mortgages on Indian land by certain deadlines, passed 384-40. It goes to the President next for signing.
H.R. 6472: Territorial Student Access to Higher Education Act, which would amend the Higher Education Act of 1965 to provide for in-state tuition rates for certain residents of Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, and the United States Virgin Island, passed 351-72.
H.R. 7744: Department of Homeland Security Appropriations Act, 2026, which would provide appropriations for DHS through the end of September, passed 221-209. It's not clear why the House held this vote since there's been no movement on the version sitting in the Senate. DHS remains partially shutdown with ICE and CBP unaffected due to funding from last year's reconciliation bill.
