Federal Court Approves Stipulated Judgment in Shiroma v. Hawaii County
News Release from HIFICO, Sept 9, 2025
Honolulu, Hawai‘i – Today, the United States District Court for the District of Hawai‘i entered a Stipulated Judgment and Permanent Injunction in the case of Glen Shiroma v. Hawaii County
Under the court-approved agreement, Hawaii County is permanently enjoined from denying firearm Permit to Acquire (PTA) applications based solely on a misdemeanor crime of violence conviction older than 20 years, provided the conviction did not involve domestic violence. Mr. Shiroma’s application will now be processed in accordance with Hawai‘i Revised Statutes.
This case was brought by plaintiff Glen Shiroma, represented by attorneys Kevin O’Grady of Honolulu and Alan Beck of San Diego.
The ruling ensures that applicants with decades-old non-domestic misdemeanor convictions are not categorically barred from obtaining firearm permits in Hawaii County.
