City launches bold initiative to expand affordable housing across O‘ahu

On January 15, 2025, the City and County of Honolulu’s Office of Housing provided an update on its 2025-2028 Strategic Housing Plan to the Honolulu City Council’s Housing, Sustainability, Economy & Health (HSEH) Committee. Kevin Auger, Executive Director of the Mayor’s Office of Housing, led the presentation with the support of his dedicated staff, outlining the City’s strategic approach to expanding housing opportunities across O‘ahu.

As part of its commitment to addressing Honolulu’s housing challenges, the City will take a more proactive role in expanding affordable housing options by partnering with developers to activate underutilized public lands, exploring innovative financing strategies to unlock new resources, and reorganizing its housing functions to centralize development, finance, and policy efforts—enabling faster project delivery and improved coordination of housing initiatives.

- Driving Transit-Oriented Development (TOD)
- Activating the Kūwili Station TOD Redevelopment Area
- Partnering to Expand Housing Production
- Engineering Creative Financing Solutions
- Reorganizing the City’s Housing Functions
- Improving Housing Policy and Processes
The 2025-2028 Strategic Housing Plan builds on previous reports and aligns with the Primary Urban Center Plan, ensuring a data-driven and community-focused approach.
Developed by HOU in partnership with CommunityScale, LLC, the plan reflects extensive collaboration with stakeholders, whose input was critical in shaping its priorities. Abt Global and Affordable Housing Connections, LLC also provided valuable support through research, stakeholder engagement, and key recommendations.
