STATE ETHICS COMMISSION RESOLVES CHARGE OF A STATE LEGISLATOR

The Hawaiʻi State Ethics Commission resolved a Charge of David Alcos III, a Representative in the Hawaiʻi State Legislature, for violations of the State Ethics Code’s financial disclosure law.

The Commission and Representative Alcos resolved the Charge by: (1) assessing a $12,500 administrative penalty; (2) referring this matter to the Speaker of the House of Representatives for disciplinary action as appropriate; (3) requiring Representative Alcos to amend his 2020 and 2022 Candidate Financial Disclosure statements, and his 2023 Financial Disclosure statement, to accurately reflect his creditors and other interests; and (4) publishing Resolution of Charge No. 2024-4, which can be found at https://files.hawaii.gov/ethics/advice/ROC2024-04.pdf.

Hawaii Lawmaker To Pay $12,500 To Settle Ethics Commission Complaint

CB: … The State Ethics Commission has agreed to settle a complaint against State Rep. David Alcos over allegations that he failed to disclose an array of debts on disclosures that candidates and lawmakers are required to file.

Those debts include more than $3.2 million in federal and state tax liens filed against Alcos in an attempt to collect taxes owed by Alcos’ company D.A. Builders LLC, according to the resolution of charge report by the ethics commission.

Alcos said the debts, including the tax liens, grew out of a dispute over millions of dollars that were owed but never paid to his company D.A. Builders for work it did as a subcontractor in 2015 and 2016 on the International Marketplace project.

His company closed in 2016 after it was “thrown off the job” at International Marketplace, he said in an interview.

The lawmaker said he believed he only needed to list his personal debts on the ethics disclosures, and not the disputed claims against his company….
