$3.48M sat for 9 years after photo enforcement law repealed

2011 House Bill 775 (Relating to dormant funds of repealed traffic camera law)

  • Introduced by Rep. Calvin K.Y. Say (D) on January 24, 2011, to transfer all moneys in the photo enforcement revolving fund to the general fund.
  • A balance of $3.48 million remains in a revolving fund from the long-dead traffic camera law

In 2002, when the Legislature repealed the photo enforcement law involving traffic cameras, it mandated that any money in the revolving fund for that law was supposed to be moved to the general fund.

In 2011, House Bill 775 states that “records indicate that the photo enforcement revolving fund currently has a balance of $3,480,000.” The bill calls for the funds to be transferred immediately to the general fund and not surprisingly, the measure sailed through the Transportation committee with no amendments and is scheduled to be heard by the Finance Committee on Friday, 02-25-2011, at 12:30 p.m. in House conference room 308.

While this may seem like a windfall today, how is that 9 years have lapsed since the legislative directive to transfer the funds was given? Who is supposed to be overseeing these kinds of funds and how many more dormant funds from repealed laws exist?
