HIFICO: HB984 Gov Green's CCW/Permit to Acquire Bill

from HiFiCo,  Feb 11, 2023

Good news!  We stopped the 3 bills in committee yesterday with your help.  SB33 Ammo restrictions, SB685 Brandishing, SB882 Carry & Permit to Acquire requirements (16hr training) died in the Senate Public Safety Committee.  Honolulu Police Department was a factor in them also as they have taken a more neutral stance on gun laws.  They are testifying on the good as well as the bad things about the proposed laws, telling things how it is instead of just pushing for gun control like in the past.  We thank Chief Logan and their staff for making that change.

Hearing HB984 Gov Green’s Sensitive Places Ban/CCW & Permit to Acquire requirements

HB984 has a hearing on Tuesday 2pm before the House Judiciary committee.  This is Governor Greens bill with similar sensitive place bans as Honolulu’s Bill 57 and SB1230 that was heard last Monday.  However this has much more added to it as listed on the sign, and more.  Committee Chair Tarnas represents the Big Island and Hunters, and he seems open to reaching out to both sides of the issue.  This is likely our last big push of the session to get the bad things out of the bill, and have a minimal restriction bill passed.

Not all is bad in HB984 though.  It extends the CCW license to 2 years which is better, but we prefer a 5 year statewide license per carrier instead.  It also incorporates fixes from our past lawsuit wins such as 2A rights for green card holders and Samoan nationals.  But it’s few, and we are still opposed to the overall bill.

Get as much testimony as possible and as many people out to the capitol.  This is our last major stand at the State Capitol.

Hunting Bills

2 hunting bills have hearings next week.  HB1266 which allows the donation of wild game meat to charities.  It removes some liability from the hunter and removes the need for meat inspections if given to a charity.  SB775 requires hunting guides to get written permission from private landowners before hunting.  This is to make enforcement on poaching easier.  See the tracker posted at the top for updates.
