Waikoloa Workforce Housing CEO: How Hawaii County officials sabotaged affordable housing project

The following sworn declaration was filed in 3rd Circuit Court September 13, 2010 as part of the ongoing legal dispute between Hawaii County and UniDev Hawaii, LLC, the fired developer of the County’s ill-fated $40M-plus Waikoloa Workforce Housing project.  In it, Craig Dougall, former CEO of Waikoloa Workforce Housing, LLC, names names of County officials involved in the County’s alleged sabotage of the project.  Dougall describes the specific methods they allegedly used to ensure that no financing could be arranged so the project would collapse. 

According to Paul Alston, attorney for Unidev, “All of this was done, it appears, to get rid of UniDev and allow the County to award contracts to the favored constituents currently building a much smaller and much less desirable housing project in Waikoloa.”  

Key passages of Dougall’s affidavit outline the sabotage methods allegedly used by Hawaii County officials.  These can be found in section 5a, 5d, at the end of 6d and in sections 7, 8, and 10.
