Hoyer's prediction: Under 28 losses

Democrats will keep the House and likely hold their losses below 28 seats, House Majority Leader Steny Hoyer predicted Thursday.
Asked by reporters whether his party would lose between 28 and 33 seats this cycle, as some political analysts predict, Hoyer replied: "I think we're going to do better than that."
The House's second in command noted that Democrats could go on offense to hold down their net losses, pointing to four Republican-held seats as easy targets for Democratic takeover. Those targets included Louisiana's 2nd Congressional District, held by Republican Anh "Joseph" Cao, and Hawaii's 1st District, which Republican Rep. Charles Djou won in a three-way race against two Democratic opponents.
"Louisiana was a glitch," Hoyer said, referring to Cao's upset win over scandal-tarred incumbent Bill Jefferson in 2008. Calling Hawaii "something of a glitch too," he alluded to the Democrats' intraparty struggles there, noting: "The good news is, we're down to one candidate."
Hawaii state Senate President Colleen Hanabusa, who split the Democratic vote with former Rep. Ed Case in the May special election, is the party's presumptive nominee against Djou.
"We now have sweetness and light in Hawaii — or at least we don't have a lot of darkness," Hoyer said.
