City ends island-wide nighttime curfew

HONOLULU – The City’s island-wide nighttime curfew went into effect this past Easter weekend. Overall, the public complied with the curfew on a holiday weekend, which is normally a time for gatherings with family and friends. Over the three nights, the Honolulu Police Department (HPD) handed out close to 150 citations. These violations were not connected to violating the Curfew Order, rather for traffic violations and other crimes. The City has no plans to continue a nighttime curfew at this time given that the next holiday weekend is in late May.

The three-day pilot project made all non-essential wheeled means of transportation prohibited from the hours of 11 p.m to 5 a.m daily from Friday, April 10, to Monday, April 13. Mayor Kirk Caldwell’s Emergency Order No. 2020-05 further re-enforced the Stay at Home Order intended to stop the spread of COVID-19 on Oʻahu.  

“I’m very proud of the way our community responded”, said Mayor Kirk Caldwell. “Your decision to stay at home this weekend could end up being the difference in how successful we are at containing this virus and how soon we can back to normal.”

Although the Nighttime Curfew Order is not being extended at this time the Mayor’s Stay at Home Order remains in effect. O‘ahu residents are encouraged to visit the website, oneoahu.org to get answers to frequently asked questions about Mayor Caldwell’s Stay at Home Order. If they do not find an answer to their questions on the site, residents can call the 768-CITY (2489) information hotline or email covidresponse@honolulu.gov. The City and County of Honolulu COVID-19 information call center remains open from 8 a.m. to 5 p.m., Monday through Friday, except for holidays.

Night-Time Curfew pilot program and stricter rules to start Friday night in Maui County

News Release from Maui County Mayor, April 9, 2020

Mayor Michael Victorino announced a night-time curfew pilot program will start at 11 p.m. Friday night, April 10, for Maui County.

Curfew will be from 11 p.m. to 5 a.m. on Friday, Saturday and Sunday. The public may not travel outside the home during these hours, unless for urgent medication, medical emergencies or essential business.

This includes motor vehicles and other wheeled means of transportation.

“After reflection on the upcoming holiday weekend and concerns in our community, I have decided to mandate a night-time curfew for at least the next three days,” Mayor Victorino. “These are difficult times for all of us and we’re doing everything in our power to stop the spread of COVID-19. We will evaluate the effectiveness of this curfew after this weekend and will continue to make policy changes as needed.”

Other rule changes effective 11 p.m. Friday, April 10:

• Only two (2) members of a household may leave home to conduct essential activities, unless other household members absolutely cannot be left home alone (i.e. young children, elderly and persons with disabilities).
• Businesses are required to limit entrance to two (2) people from one household, unless other household members absolutely must accompany them.
• Essential businesses with employees that have direct public contact or handle food, shall be required to wear a mask or other face covering. Employers also shall allow employees to voluntarily wear masks or face coverings.
• Bed and Breakfast homes and Short-Term Rental homes may only operate to provide housing for essential workers.

The Mayor’s Office Call Center will be open from 9 a.m. to 7 p.m. on Friday and 9 a.m. to 4 p.m. on Saturday, April 11.

HONOLULU: Caldwell Curfew Order

From Emergency Order 2020-05, April 9, 2020 (excerpt)

I. ORDER

Motor vehicles and other wheeled means of transportation travel shall be prohibited within the City and County of Honolulu during the following times:

• From 11:00 p.m. Friday, April 10,2020 to 5:00a.m. Saturday, April11, 2020; and

• From 11:00 p.m. Saturday, April 11,2020 to 5:00a.m. Sunday, April 12, 2020; and

• From 11:00 p.m. Sunday, April12, 2020 to 5:00a.m. Monday, April13, 2020.

Exceptions to the above Order are as follows:

• Travel by deliveries/delivery services as provided in Section II.F.1 0 of the Stay at Home Order;

• Travel by security companies for business purposes only as provided in Section II.F.26 of the Stay at Home Order;

• Travel to/from work at an Essential Business, as provided in Section II.F of the Stay at Home Order, and home;

• Travel to drug stores and/or pharmacies for urgent medication;

• Travel for medical emergencies;

• Public modes of transportation (TheBus and TheHandi-Van) and essential transportation workers such as Department of Transportation Services employees and O'ahu Transit Services operations and maintenance personnel;

• Public utility vehicles conducting maintenance and repairs; and

• First Responder vehicles (Honolulu Police Department, Honolulu Fire Department, and Honolulu Emergency Services Department, Emergency Medical Services Division).

Definitions:

"Other wheeled means of transportation" includes, but is not limited to, mopeds, motorcycles, bicycles, tricycles, skateboards, roller skates, roller blades, unicycles, etc.
