NOTICE OF REQUEST FOR PROPOSALS FOR HONOLULU RAIL TRANSIT PROJECT CITY CENTER GUIDEWAY AND STATIONS/PEARL HIGHLANDS DESIGN-BUILD FINANCE OPERATE AND MAINTAIN CONTRACT

SOLICITATION NO. RFP-HRT-1900055

HONOLULU AUTHORITY FOR RAPID TRANSPORTATION AND THE CITY AND COUNTY OF HONOLULU

This solicitation is being conducted in two (2) parts. Under RFP Part 1, Offerors will submit their Qualifications Proposals and a Priority List of no more than three (3) highest ranked Offerors will be determined. Under RFP Part 2, the Priority-Listed Offerors will submit their Technical Proposals and Price Proposals and an award will be made to the Priority-Listed Offeror whose Technical Proposal and Price Proposal are determined to provide the Best Value to HART and the City.

SEALED QUALIFICATIONS PROPOSALS responding to RFP Part 1 will be accepted up to 2:00 p.m., Hawai‘i Standard Time (HST) on December 21, 2018, addressed or hand-delivered to the Chief Procurement Officer, RFP-HRT-1900055, Honolulu Authority for Rapid Transportation, 1099 Alakea Street, Suite 1700, Honolulu, Hawai‘i, 96813, Attn: Procurement Division.

Pursuant to Chapter 103D-303.5 of the HRS, a pre-proposal conference for RFP Part 1 will be held on October 15, 2018 at 1:30 p.m. (HST) at 1099 Alakea Street, Suite 150, Honolulu, HI 96813. All potentially interested Offerors, subcontractors and union representatives are invited to attend.

The attached Instructions to Offerors set out the submittal requirements, evaluation criteria and other requirements for RFP Part 1. The submittal requirements, evaluation criteria and other requirements for RFP Part 2 will be provided solely to the Priority-Listed Offerors.

Because the Honolulu Rail Transit Project (HRTP) is being funded with Federal assistance, Offerors and Developer will be expected to comply with applicable Federal Transit Administration (FTA) requirements.
