Caldwell Signs Tax Hikes, Spending Bills

Mayor Caldwell takes action on seven bills

News Release from City and County of Honolulu April 10, 2017

Mayor Kirk Caldwell took action on seven bills passed by the Honolulu City Council on March 22, 2017, signing six and returning one unsigned.

The mayor signed Bill 3 (2017), CD1, relating to the transportation surcharge. With this bill, the Honolulu City Council authorizes the use of rail construction funds. It removes the limit of $4.815 billion as the maximum amount that could be expended on the minimum operable segment of the locally preferred alternative for the rail transit project.

“This shows that the city is committed to funding and completing the rail project,” said Mayor Caldwell.

He also signed Bill 7 (2017), CD2, relating to the Residential A real property tax rate. Residential A affects investment homes worth over a million dollars that do not have a homeowner exemption.

“We heard from property owners whose homes increased in value from just under $1 million to just over $1 million and got hit with a significant tax increase as they entered the Residential A category,” said Mayor Caldwell. “This new law provides relief to homeowners whose homes are assessed at just over one million dollars, and raises taxes on investment homes valued at $1.5 million and up. Raising this rate on luxury investment homes helps us avoid raising property taxes on owner-occupied residences that O‘ahu families live in.”

In addition, Mayor Caldwell signed the following bills:

Mayor Caldwell returned Bill 2 (2017), CD1, unsigned, allowing it to become law without his signature. This bill amends the Fire Code of the City and County of Honolulu to allow natural cut trees in Honolulu Hale and Kapolei Hale.
