HART receives $55 million in GET revenue for rail construction

The Honolulu Authority for Rapid Transportation (HART) received $55.1 million in General Excise and Use Tax (GET) surcharge revenue for the third quarter of calendar year 2016.

The quarterly installment of GET surcharge revenue covers the months of July, August and September, and is about $4 million dollars less than was estimated for the quarter based on the project’s current financial plan. HART is presently updating the financial plan and project budget.

HART has now received a total of $1.8 billion in surcharge revenue for the rail project. Overall surcharge revenue is tracking about 1.47 per cent below projections, which amounts to roughly $48.4 million less than projected.

The half-percent GET surcharge for Oahu, which by law can only be used for the rail system, was first levied in January 2007. The surcharge revenue is expected to fund more than 70 percent of the project’s costs. The remaining balance is to be paid using federal funds.

Crews finish final west side column

The Honolulu rail transit project has achieved another construction milestone.

Crews from HART’s contractor Kiewit have poured the final column to support the elevated rail guideway for the roughly ten miles of the rail system that runs from Kapolei to Aloha Stadium.

It’s the last of 452 columns on the west side of the project. Crews built 283 columns between Kapolei and Pearl Highlands, and there are 169 more from Pearl Highlands to just past Aloha Stadium along Kamehameha Highway.

The final column stands between the westbound Kamehameha Highway ramp to Moanalua Freeway and Aloha Stadium’s entrance ramp.

Attached is a picture of the final column. In the background crews work on the guideway over Kamehameha Highway. The guideway work is scheduled to be completed by the end of the year.

The first completed column, located in east Kapolei, was unveiled on June 8, 2012. A picture of that column is also attached.
