Rep Kaniela Ing Caught Lying About Arrest--Claims 'Conspiracy'

Ing’s account, police report at odds

A citation for not having vehicle insurance that was issued to state Rep. Kaniela Ing shows he was driving his car when he was stopped for having an expired safety sticker and delinquent vehicle tax, according to a source who has knowledge of the traffic crime citation.

The source's information differs from Ing's account Wednesday, when he told The Maui News he was ticketed while fixing his "undriveable" car Jan. 18 on the street outside his Kihei residence….

Ing, a Democrat who is seeking re-election to his South Maui seat, said Wednesday that he had temporarily canceled insurance for the car after it had been vandalized in January. He said he wasn't driving but was sitting in the car, which was parked on the street, when a police officer pulled up and asked for his insurance card.

According to the source, who asked not to be identified, the citation for not having automobile insurance was issued to Ing on Jan. 18 after his car turned onto South Kihei Road from Welakahao Road in Kihei. Ing wasn't cited for the expired safety sticker and delinquent vehicle tax on the car, a blue BMW, according to the source….

When he was contacted Thursday and asked about discrepancies between his account and the source's, Ing said, "Who is this coming from? I'm not going to comment on this. I have to be careful because this is an ongoing case."

When told that the citation indicated Ing was stopped near Welakahao Road, he said his house was near there.

"This is my account," he said. "I was in the car. The car would stop and it would start. I could only drive it less than a mile.….

Separate from the no-insurance citation, court records show Ing's car was ticketed for delinquent vehicle tax and no current safety check five times from Nov. 19, 2015, to May 19. Fines of $140 for each of the five times the car was ticketed are still due, according to the court records.

Asked about those tickets, Ing said: "I had the car parked outside of my house. This is what I've been saying forever.  Street parking is not allowed on this island, but in some neighborhoods the cops don't really enforce it. Our neighborhood is one of those where they didn't and all of a sudden they did. So cars started getting a lot of tickets.

"This is parked literally right outside my house, and I was going back and forth between Maui and Oahu.

"I guess it was getting a few tickets."

Ing said he no longer has the car, which was totaled after being vandalized again in May and tagged as abandoned or derelict by police.…

After reading about Ing's account of the no-insurance citation, "the officer who issued him the citation is very disappointed and looking forward to going to trial, when the accurate depiction of what happened in that encounter will come out," said Barry Aoki, Maui Chapter chairman of the State of Hawaii Organization of Police Officers.

Rep. Ing arrested on warrant for failing to appear in court

Maui News July 27, 2016 (excerpts)

…State Rep. Kaniela Ing was arrested by Maui police Tuesday on a warrant for failing to appear in Wailuku District Court for a vehicle insurance violation in February.

According to police records, he was arrested at 12:45 p.m. Tuesday and posted a $250 bail. He did not appear for the Feb. 18 court date on the insurance violation, and a bench warrant was issued for Ing's arrest.

(EDITOR’s NOTE: Ing missed or was late 11 days of the Legislative session.  Ing was missing at roll call ‘with excuse’ on Day 18 which was February 18, 2016.)

He said Wednesday morning that he was ticketed for driving without insurance while fixing his car on the street outside of his Kihei home Jan. 18. (He has time for this but not time to show up at the Lege?) After learning of the warrant Tuesday, Ing said he turned himself in to police.

Ing said that his car had been vandalized in January. Someone had pulled out several wires, rendering it "undriveable," so Ing temporarily cancelled the insurance for the car.... 

In a statement released Wednesday afternoon, Ing said that the notice to appear in court was sent by mail, and he did not see it…. (insert excuses here)

Ing said. "I will accept full responsibility for whatever outcome transpires and apologize to my constituents for any embarrassment I have caused them.

"This was a stupid mistake, it was a human mistake, and a lesson has been learned."

Court records also show (Mr Responsibility) Ing was issued citations on Oahu on June 9, 2015, for delinquent vehicle tax (He wants to raise your taxes, but he won’t pay his.) and no current safety check. A default judgment was issued and the case was sent to a collection agency on March 8, according to court records.  (Has he paid this yet?)

Records also show other traffic citations in 2012 for Ing, including one for use of a mobile electronic device on Aug. 27, 2012, on Maui and for a seat-belt violation on Maui on July 20, 2012. Fines of $97 and $92 for those citations were paid on June 6, 2014, according to court records. (Almost two years later.  Probably due to 2014 reelection campaign.)

In another traffic case on Oahu, Ing was cited on Jan. 20, 2012, for not having a current safety check, no vehicle reconstruction permit (he has time to modify his car but he doesn't have time to show up at the Lege) and not transferring registration of a vehicle within 30 days, court records show. A $210 fine in that case also was paid on June 6, 2014.  (Wow!  That’s more than two years later.)

Ing, a two term state representative, is in a Democratic primary battle with Deidre Tegarden for the South Maui House seat.…

Ing to Appear in Court August 25—Claims Arrest Part of Conspiracy

Ing said that his car has been vandalized twice this year. In June, he wrote on Facebook that his car was vandalized, posting a picture of a torn steering wheel console and a nail jammed into the ignition. At the time, Ing said he believed it was "random and apolitical."  (But now it is all a conspiracccccyyyyyyy....)

But Ing, a two-term state representative, said Wednesday that he thought the warrant and media attention surrounding his arrest were part of a "politically motivated sting operation," with the primary election just over two weeks away. Ing said he only learned of the warrant after a call from the media, and that his roommate told him people with cameras had stopped in front of his house Tuesday while Ing was turning himself in…. 

"It seems like a . . . smear campaign," Ing said. "There's no proof of that….”

"I had baby brain. And I guess during session I wasn't able to fly back and make it. I thought I could just pay the ticket."….

"The House has the authority to take appropriate action on a member depending on what the details of the incident are," said Tanaka….

"Yes, he did wrong, and he needs to apologize . . . to his constituency and to the state for his procrastination," Souki said, adding that it was "premature" to say whether the House would take any action against Ing….
