Birth Certificate Bill Passes Senate Health, Sex Education Bill Deferred Until Friday

The following bill was heard in the Senate Health Committee yesterday so we are providing the votes.  Notated in RED below are the votes that we are disappointed with.  GREEN is a vote we appreciate.

BIRTH CERTIFICATE CHANGE

HB 631 HD 2 Relating to Certificates of Birth.  This is the bill that would allow a transgendered person to change their birth certificate an affidavit from a licensed medical or licensed mental health provider attesting that the current birth certificate record does not align with the birth registrant's gender identity and that in the provider's professional opinion the birth registrant's sex designation should be changed accordingly.  The new certificate shall not be marked as amended and shall in no way reveal the original language changed by any amendment.  The Hawaii Family Advocates OPPOSES THIS BILL.

The Senate Health Committee passed the bill UNAMENDED

The votes in HTH were as follows:

3 SUPPORT: Senator(s) Green, Baker, Ruderman;

1 SUPPORT WITH RESERVATIONS: Senator(s) Riviere ;

2 NO(ES): Senator(s) Gabbard, Slom; 

1 EXCUSED: Senator(s) Wakai.

STATUS: The bill will now move to the Senate Judiciary Committee.

SEX EDUCATION BILL

HB459 HD2 Relating to Health

The bill was heard yesterday in a joint committee of Senate Health and Senate Education Committees.  Members of both Senate Committees (Health & Education) have deferred decision making.  The current version specifies additional elements in Hawaii's existing sexuality health education law, including additional criteria regarding implementation of sexuality health education instruction. Requires the Department of Education to provide certain types of information to the public and parents.

STATUS: Decision making tomorrow!
