    A TROPICAL STORM WARNING IS IN EFFECT FOR BIG ISLAND MAUI MOLOKAI 
    LANAI AND KAHOOLAWE. TROPICAL STORM CONDITIONS ARE EXPECTED TO 
    BEGIN EARLY MONDAY MORNING FOR THE BIG ISLAND THEN SPREADING WEST 
    TO MAUI COUNTY BY THE LATE MORNING. A TROPICAL STORM WATCH IS IN EFFECT 
    FOR OAHU. POSSIBLE TROPICAL STORM CONDITIONS BEGINNING MONDAY 
    AFTERNOON. 
     
    .AREAS AFFECTED... 
    THIS LOCAL STATEMENT PROVIDES INFORMATION FOR PORTIONS OF THE 
    HAWAIIAN ISLANDS AND ADJACENT COASTAL WATERS.

    A TROPICAL STORM WARNING CONTINUES FOR MOLOKAI...LANAI... 
    KAHOOLAWE...MAUI...THE BIG ISLAND. 
    A TROPICAL STORM WARNING CONTINUES FOR MAUI COUNTY WATERS... 
    WATERS AROUND THE BIG ISLAND. 
    A TROPICAL STORM WATCH CONTINUES FOR OAHU. 
    A TROPICAL STORM WATCH CONTINUES FOR KAUAI CHANNEL...OAHU 
    WINDWARD WATERS AND OAHU LEEWARD WATERS. 
    A FLASH FLOOD WATCH IS IN EFFECT FOR ALL OF THE HAWAIIAN ISLANDS 
    FROM MONDAY MORNING UNTIL LATE TUESDAY NIGHT. 
     
    .STORM INFORMATION... 
     
    AT 5 AM HST...THE CENTER OF TROPICAL STORM FLOSSIE WAS LOCATED 
    NEAR LATITUDE 19.7N...LONGITUDE 145.8W...OR ABOUT 600 MILES EAST OF 
    HILO HAWAII...OR ABOUT 790 MILES EAST OF HONOLULU HAWAII. TROPICAL 
    STORM FLOSSIE IS MOVING WEST AT 20 MPH. MAXIMUM SUSTAINED WINDS ARE 
    NEAR 65 MPH.

    .SITUATION OVERVIEW... 
    TROPICAL STORM FLOSSIE IS EXPECTED TO WEAKEN SLIGHTLY BEFORE 
    REACHING THE EASTERN END OF THE STATE BY EARLY MONDAY MORNING. THE 
    STORM WILL THEN CONTINUE WEAKENING THROUGH THE DAY MONDAY AS IT 
    MOVES WESTWARD. IMPACTS TO THE HAWAIIAN ISLANDS INCLUDE HEAVY 
    RAIN...THUNDERSTORMS...DANGEROUS SURF CONDITIONS...DAMAGING WINDS 
    AND POSSIBLE FLASH FLOODING. ROCK AND MUDSLIDES CAUSED BY THE 
    RAINFALL WILL BE POSSIBLE AROUND OR NEAR MOUNTAIN SLOPES. COASTAL 
    FLOODING WILL BE POSSIBLE. BE AWARE...POUNDING SURF CAN CAUSE 
    COASTAL ROAD CLOSURES EVEN BEFORE THE STORM ARRIVES. SURF HEIGHTS 
    ALONG EAST FACING SHORES WILL BE BETWEEN 15 TO 20 FEET. TORNADOES 
    AND WATERSPOUTS WILL BE POSSIBLE WITHIN TROPICAL STORM FLOSSIE. AT 
    THIS TIME IT IS TOO EARLY TO DETERMINE WHICH ISLAND IS AT MOST 
    RISK FROM FLOSSIE.

    THERE IS LITTLE CHANCE FOR HURRICANE CONDITIONS AT THIS TIME. 
    ALSO...THE CHANCE FOR TROPICAL STORM CONDITIONS IS LESS THAN OR 
    EQUAL TO 42 PERCENT. THIS REPRESENTS A GENERAL STEADY TREND SINCE 
    THE LAST FORECAST. THE ONSET OF TROPICAL STORM CONDITIONS COULD 
    START AS EARLY AS TONIGHT AFTER MIDNIGHT. 
     
    ...WINDS AND SEAS... 
    BASED ON THE LATEST FORECAST TRACK...WINDS OVER 40 MPH ARE 
    EXPECTED TO BEGIN OVERSPREADING THE AREA MONDAY MORNING. IN SOME 
    AREAS...WINDS WILL BE AS HIGH AS 35 TO 45 MPH WITH GUSTS TO 60 
    MPH. 
    GUSTS WILL BE STRONGEST OVER MOUNTAINOUS TERRAIN...THROUGH 
    PASSES...AND WHERE WINDS BLOW DOWNSLOPE. WINDS AFFECTING THE 
    UPPER FLOORS OF HIGH RISE BUILDINGS WILL BE SIGNIFICANTLY 
    STRONGER THAN THOSE NEAR GROUND LEVEL. 
    SOME LOOSE OUTDOOR ITEMS WILL BE TOSSED AROUND. A FEW POWER LINES 
    WILL BE KNOCKED DOWN RESULTING IN SCATTERED POWER OUTAGES. SOME 
    LARGE BRANCHES OF HEALTHY TREES WILL BE SNAPPED.  MOST NEWLY 
    PLANTED TREES AND SHRUBS WILL BE DAMAGED OR UPROOTED. 
    POORLY CONSTRUCTED HOMES MAY SUSTAIN MINOR WALL DAMAGE AND 
    PARTIAL ROOF REMOVAL.  OTHER HOMES MAY HAVE MINOR ROOF AND SIDING 
    DAMAGE. 
    COMBINED SEAS WILL BE UP TO 24 FEET. 
     
    ...INLAND FLOODING... 
    CUMULATIVE STORM TOTALS ARE 6 TO 10 INCHES WITH UP TO 15 INCHES ON 
    WINDWARD SLOPES OF THE BIG ISLAND AND MAUI COUNTY. A FLASH FLOOD 
    WATCH IS IN EFFECT FOR ALL OF BIG ISLAND AND MAUI COUNTY. REFER TO THE 
    WATCH FOR MORE DETAILS.

    Instructions:
    FOR THOSE UNDER A WARNING...YOUR PREPARATIONS TO PROTECT LIFE AND PROPERTY SHOULD BE RUSHED TO COMPLETION. IN A TROPICAL CYCLONE...CONDITIONS CAN CHANGE QUICKLY. EVACUATE IF DIRECTED TO DO SO BY LOCAL OFFICIALS...OR IF YOUR HOME IS VULNERABLE TO HIGH WINDS OR FLOODING. CANCEL ANY BEACH ACTIVITIES UNTIL FURTHER NOTICE. PERSONS LIVING NEAR THE SHORE SHOULD BE PREPARED TO EVACUATE QUICKLY SHOULD BUILDING SURF THREATEN. FOR INTERESTS AT PORTS...DOCKS...AND MARINAS...MOVE BOATS TO SAFE MOORING AND MAKE FINAL PREPARATIONS FOR SECURING YOUR CRAFT BEFORE LEAVING IT. SMALL CRAFT IN THE WARNING AREA SHOULD REMAIN IN PORT AND WELL SECURED. PEOPLE UNDER A WATCH SHOULD CONTINUE MAKING PREPARATIONS AND LISTEN FOR POSSIBLE WARNINGS. SMALL CRAFT IN THE WATCH AREA SHOULD RETURN TO PORT OR SEEK SAFE HARBOR. DETERMINE THE BEST STRATEGY FOR SECURING YOUR CRAFT. CLOSELY MONITOR NOAA WEATHER RADIO OR OTHER LOCAL NEWS OUTLETS FOR OFFICIAL STORM INFORMATION. LISTEN FOR POSSIBLE CHANGES TO THE FORECAST.
