Homeless Meth-addicted rapist gets cashless bail on felony drug charge, so he returns to Waikiki Picnic Tables and assaults police officer
SA: … A 60-year-old registered sex offender with 76 prior convictions was released on his own recognizance in a felony drug case 10 days before he allegedly bit and kicked a Honolulu police officer in Waikiki….
According to the Honolulu Police Department, he allegedly refused to get into a police car after being arrested for drinking in public near the picnic tables in the area of Kalakaua and Ohua avenues. Chiles is accused of biting and kicking a police officer “multiple times,” HPD said. The officer suffered injuries to his hand and bodily pain during the alleged assault, and was treated at a hospital and is in good condition….
So far this year, he has accumulated at least 15 criminal citations and a traffic violation, and has been arrested for harassment, indecent exposure, disorderly conduct, drugs and assault, according to state court records.
On Nov. 17, Chiles plead not guilty to third-degree promotion of a dangerous drug in connection with his Aug. 15 arrest for possession of crystal methamphetamine. He was released on his own recognizance ahead of a Jan. 19 jury trial, according to state court records.
Chiles, who has no local address, is known to police and city ocean safety personnel in Waikiki. He was arrested and charged with disorderly conduct in connection with a July incident involving a lifeguard in Waikiki and was cited twice in November for violating the city’s so-called sit-lie ban on public sidewalks and once for urinating or defecating in public.
He was convicted in a 1988 felony sexual assault case and is documented on the state Department of the Attorney General’s sex offenders.ehawaii.gov database. Chile also has a pending misdemeanor assault case brought by a woman June 18.
According to state court records and the Hawaii Criminal Justice Data Center, he has been involved in 399 criminal cases and citations and has racked up 76 convictions.
His convictions also cover crimes including second-degree terroristic threatening, criminal trespassing, domestic violence, misdemeanor assault, disorderly conduct, harassment, violating park rules, indecent exposure, drinking liquor in public, open lewdness and littering….

Council urges media access to HPD radio channels

According to the measure’s requirements to receive HPD crime alerts, a professional news organization that operates within the city must hold a valid broadcast license issued by the Federal Communications Commission; or regularly disseminates news to the public.
The news outlet also must meet one or more of the following criteria:
>> Be listed as a recognized legal or public notice publication, pursuant to state law.
>> Has a verifiable history of professional journalism, including the employment of full-time editorial staff, adherence to a publicly- posted code of journalistic ethics, and a history of continuous publication or broadcasting for at least 25 years….

HPD apartment search lawsuit still alive
ASD: … HPD provided to the First Circuit Court recordings of the initial 911 call and bodycam recordings from all four of the officers. According to a court summary of the footage, Hirata never raised his rifle above the “low ready” position — with the barrel pointed at the ground — nor raised his voice. The officers only entered the apartment after Bellamy told them “you can come check everything in here,” and Hirata apologized for the disturbance after a quick search.
The fact that the camera footage seems to directly contradict Bellamy’s testimony led the First Circuit Court to issue a summary judgment in favor of the City and the officers. But the state Intermediate Court of Appeals determined on Monday that was the wrong decision.
The ICA ruling found that Bellamy’s version of events — in which a rifle was pointed at him, officers shouted at him and he did not consent to a search of his apartment — need not be corroborated by other evidence in order to be admissible in court as an affidavit….
