Tokuda: Sex-Change for Children More Important than Hawaii’s Military Construction Budget
CB: … The 2025 National Defense Authorization Act passed last week by the U.S. House of Representatives is loaded with big bucks for Hawai‘i. It includes $75 million for the Red Hill Water Treatment Plant, $33 million for an aircraft hangar and parking apron at Marine Corps Base Kāne‘ohe Bay and $1.2 billion for the new dry dock at Pearl Harbor Naval Shipyard.
It’s no surprise that Hawaiʻi Rep. Ed Case voted for the NDAA, which totals $1.4 billion for military construction in the islands. The projects, Case said, assure that the U.S. military will create well-paying local jobs, support the energy grid and assist in wildfire mitigation, among other benefits for local communities.
But Case’s colleague, Rep. Jill Tokuda, was among a majority of Democrats to vote against the $895 billion NDAA because it bans gender-affirming care (sex change surgery and hormones) for some transgender (groomed) children….
The bill moves next to the U.S. Senate on Wednesday.
On Monday, however, Sens. Mazie Hirono and Brian Schatz have co-sponsored an amendment to remove the transgender language in the NDAA so that service members could access medically necessary health care for their transgender kids. The amendment came from Democratic colleague Tammy Baldwin, of Wisconsin….

US Senate passes Lahaina heritage bill
E&E: … The Senate on Monday passed a bipartisan bill that would make it easier for a wildfire-ravaged town in Hawaii to get federal assistance. The bill now heads to President Joe Biden’s desk for his signature.
By unanimous consent, the Senate advanced the “Lahaina National Heritage Area Study Act,” H.R. 8219, sponsored by Rep. Jill Tokuda (D-Hawaii).
The bill would authorize the Interior secretary to direct a study be conducted on the feasibility of designating the town of Lahaina on the northwestern coast of Maui as a national heritage area….

Data Dive: Hawaiʻi Deportation Cases Hit Quarter-Century High
CB: … As of Oct. 1, Hawaiʻi immigration courts had 1,210 pending cases — the highest backlog on record.
796 of those cases involved immigrants from China, followed by 80 from Guatemala, 51 from Mexico, 42 from Russia and 41 from Vietnam.
As of this month, cases have been pending an average of 296 days from the notice to appear — the start of formal deportation proceedings.
Another 24 pending cases are related to criminal, national security or terror charges.
Nine of those cases involve people from the Philippines, and seven from the Federated States of Micronesia….
The backlog of cases in U.S. Immigration Court overall has tripled since 2017 and has 2 million cases pending….

CB: … Gov. Josh Green’s approval of new regulations for CBD products, touted as a win for locally grown hemp, actually represents a major setback for the industry, local hemp farmers and CBD processors say.
The new regulations limit the allowable level of delta-9 tetrahydrocannabinol, the main psychoactive component of cannabis known as THC, in locally produced hemp products like gummies, drinks, tinctures and oils. Those products are marketed for the benefits of a second non-intoxicating compound called cannabidiol, known as CBD, which is used to reduce inflammation and relieve pain, stress and insomnia, (pretend it isn’t full of THC) among other things.
Federal regulations define hemp as containing 0.3% THC or less, with greater concentrations defined as marijuana. States have varying allowances on THC content in hemp-derived CBD products, such as Hawaiʻi’s new regulations, which include some restrictions thousands of times lower than the federal limits….
