If the state hits a vaccination rate of 70%, Kauai will end mandated restrictions

TGI: … If the state hits a vaccination rate of 70%, Kaua‘i will lose its tier system and mandated restrictions, according to the county’s latest tier chart from Mayor Derek Kawakami.

The county got approval Tuesday from Gov. David Ige for an update to the tier chart that hinges on state vaccination rates, case counts and positivity rates.

While about 1.4 million dosages of COVID-19 vaccines have been dolled out, the state is just under 50% of residents being fully inoculated, Ige reported….

Norwegian Cruise Line plans to restart Hawaii operations in November

SA: … Norwegian Cruise Line announced today that it plans to restart its seven-day Hawaii cruises aboard the Honolulu-based Pride of America starting Nov. 6.

However, the voyages are still contingent on the company obtaining a conditional sailing certificate from the Centers for Disease Control and Prevention, the company said.

In a news release, the Florida-based cruise line announced the resumption of operations from a handful of U.S. and international ports this fall and said further redeployments will be announced soon….

State unveils $160M high-security psychiatric facility at the Hawaii State Hospital

HNN: … There are advanced security detectors near the entrances, cameras everywhere and hundreds of windows that allow staff to keep watch on the patients.

And there’s just one way in and out for patients.

“There’s no blind corners here. We know where patients are at all times. If there’s a situation with a patient in one area, staff have easy access to get to that area,” said state Department of Health deputy Director Ed Mersereau.

The Health Department gave lawmakers and the media a tour of the 144-bed facility, which greatly expands the state’s capacity to help the mentally ill patients sent there by the courts.  ($160M / 144 = $1.1M per lunatic)

“That will add to the capacity we currently have which is about 230 beds. So, in total we’ll have almost 500 beds,” said Mersereau….

(Not enough.  Need 5,000.)

More Homeless Mayhem: Man, 51, arrested after he allegedly punches officer in McCully-Moiliili

SA: …Police responded to a call of a man bothering and harassing customers at several businesses shortly after 6:45 p.m.

Police arrived and located the suspect described to be homeless. Police said a struggle ensued and the suspect threatened and punched the officer, causing pain to his face. The suspect also allegedly attempted to steal the officer’s gun.

Police arrested him on suspicion of first-degree assault against a law enforcement officer, first-degree attempted theft, second-degree terroristic threatening and disorderly conduct. Police also arrested him for investigation of two counts of third-degree promotion of dangerous drugs after officers found drug paraphernalia with residue in the suspect’s possession after the arrest….

8 convictions in 9 years--finally gets shot

KITV: … The Honolulu Police Department (HPD) reports a 27-year-old man was shot by officers following a chase that happened Tuesday night near Hikina Lane.

The man was wanted on two warrants, acting Police Chief Rade Vanic said in a press conference Wednesday, and police got a tip that he was in Kalihi. When officers located the Jeep in question, they ordered the suspect driver out. The Jeep continued to drive and struck four vehicles.

Officers then noticed the driver was armed and fired shots, striking the suspect in the upper torso. The man was then hospitalized.

The officer who fired shots has 12 years of service under his belt. He has been placed on administrative leave.

Officers were dressed in plain clothes, so no body cameras were worn. HPD says no video will be released at this time.

The 27-year-old man was arrested for Attempted Murder, three counts of Criminal Property Damage, Criminal Contempt Warrants (2 - $50,000 ea.), and two firearms violations.

Police say he had eight prior convictions.  (That’s almost one per year age 18-27.)
