HPD Policy on ‘Vascular Neck Restraint’ is Redacted

I hope all is well with you and your family. Recently you temporarily halted the use of vascular neck constraints. I want to commend you for this decision. I believe it is the right decision considering how delicate and sensitive the neck and windpipe areas are.
Since you stated it is temporary, I am assuming you and your staff will review the policy and language before any final decision is made. May I suggest you bring this matter to the Police Commission or City Council as well.
Moreover, on your HPD website, the section about vascular neck constraints has redacted sections. For the sake of transparency and openness, can you and will you show all the language in the policy so we, the public can give intelligent input and comments? It is imperative that the public know the current policy you are suspending.
Given the tone of the nation today, this is an important life and death conversation that Oahu residents should be involved with. I know many who would like to read HPD's policy in its entirety. It is the right and proper thing to do in my opinion.
A public hearing before the Police Commission and/or City Council would be very educational and useful.
