Campaign Cash Flowed To Hawaii Lawmakers As Hot Topics Debated

CB: …rumors were flying that Sen. Jill Tokuda, chairwoman of the Ways and Means Committee, and Speaker Joe Souki would lose their posts. In short time, the talk became fact.

What most people probably did not know was that 12 legislators, including Tokuda, were holding fundraisers that same evening. Honolulu may not have a way to pay to complete rail, but politicians still raise campaign cash even in the midst of political crisis…..

Raising money for political campaigns while deciding the fate of hundreds of bills is not illegal, even though legislators are showered with donations from special interests. But some seem to recognize that it raises ethical questions.

Once again, a few lawmakers introduced a bill this year to stop the practice. But Senate Bill 813, sponsored by Sens. Russell Ruderman, Les Ihara, Will Espero and Gil Riviere, was never heard….

Beijing Solar Company Accused of Colluding with HELCO to Rip Off Ratepayers

IM: A Beijing developer could have submitted a proposed 6.5 megawatt solar generation facility to Hawaii Electric Light Company (HELCO), through either bilateral negotiations or competitive bidding. But in those cases, the developer would get about 11-12 cents per kilowatt-hour.

Instead the developer (docket 2016-0224) allegedly decided to improperly segment the project into two dozen small projects, that would each individually fall under the Feed-In Tariff process, whereby the developer could get in excess of 20 cents per kilowatt-hour.

HELCO could have objected on numerous grounds. They could have dragged their feet. Instead they filed an application with the Public Utilities Commission (docket 2015-0229) to build a new substation and overhead high voltage transmission lines necessary to handle these segmented projects….
