Honolulu – Representative Barbara Marumoto's remarks in favor of HB2277 SCR466.
"Hurray, a great ATV safety bill in on the move! HB2277, introduced by Ichiyama, barreled through the House Transportation Committee, crossed the House floor unanimously as it passed 2nd reading, and arrived in the House Committee on Judiciary intact."
The bill prohibits minors under 16 from riding ATVs, bans ATVs from public streets, bans passengers and requires helmet use. Marumoto pushed similar features in HB 1747 and HB 1813.
"Roadblocks will no doubt arise as this vehicle moves closer to reality, but it is critical that the Legislature establish ATV rules soon because of the growing popularity of this form of recreation. Right now, there are none. The result has been numerous deaths and hundreds of serious injuries including permanent traumatic brain injuries – many among children.

Imitation is the sincerest form of flattery – Marumoto’s ideas live on!
Honolulu Feb 21- If imitation is the sincerest form of flattery, than Representative Marumoto must be humbled by the amount of flattery she is receiving. Other legislators have imitated her brown tree snake prevention bill, All-TerrainVehicle safety bill and Kahala bills. Rep. Marumoto’s proposal to re-start the dog detection program was heard and scooped into the Agriculture Chair’s bill. The ATV measure picks up her ideas to prohibit passengers, ban those under 16 from using ATVs and require helmet use. Her bills to deter irresponsible landowners from keeping messy and neglected properties were copied in the House as well as the Senate. All bills are still alive.
Republicans often get asked "How many bills did you get passed?" Marumoto's answer is "I am not in the bill passing business. I am in the idea-launching industry!"
