It is well-established that U.S.-built Jones Act ships cost 4-5 times as much as those built abroad. However, according to Mike Hansen, president of the Hawaii Shippers Council, even U.S.-built tugboats suffer from similar excess costs. That means that tugboats built in the United States for $20 million would cost only $4 million-$5 million if constructed in another country!
