Information on Property Relocations Re: HART subpoena seeks records of overpayments

My name is Tom Berg.
I was a member of the Grantee (one of nine) comprised of the Honolulu City Council (2011-2013) for the execution of the FFGA….
Of concern, is that HART went and acquired another separate contract to hire more property real estate agents - all during the court ordered shut down cease and desist construction period.
Albeit the court ordered injunction did not halt property acquisitions, it was reckless since the court was deliberating the route.
Paragon from California- the real estate entity - was given its own CONTINGENCY FUND ACCOUNT and that fund, was never included into any Financial Plan - kept separate even though the entire project was over budget- the Real Estate Contingency Fund had a surplus in the hundreds of millions and that surplus was shielded/omitted from all reports when additional taxes to pay for the project were levied upon the taxpayers.
THAT CONTINGENCY ACCOUNT FUND and the AMOUNT put aside into it WAS CREATED IN STEALTH- no public hearing ever took place to create it.
Furthermore, requisites in the rules for HART required a bi-weekly report of all property acquisitions- but PARAGON was exempted from making those reports funneled through the lobbyist- Denis Dwyer with Williams and Jensen- Dwyer was to acquire all federal properties- but Dwyer never since day one, has been of party to making those reports with Paragon on those properties available in any public hearing- breach indeed- see it all here recorded on YouTube for better understanding:

But what is most troubling, our local laws state all property purchases must be recorded with the Bureau of Land Conveyances- but HART kept the acquisitions private and withheld that info in violation of our laws.
Then-Councilmembers Stanley Chang and Breene Harimoto--now both State Senators--called the police on me for my trying to expose this property scam of a relocation scandal in 2012.
In executive session we were all told the most the property acquisition amount to be was $90 million tops- then a month later told it went to over $200 million plus- with no justification or explanation.
I tried to get the properties listed that, per the law, was to be of public record....but Councilmembers Chang and Harimoto called the police on me and removed me from the committee so the information would never see the light of day.

After you watch the videos- you will understand the criminal behavior of the City Council- for the law states, all property bought must be recorded for public view! HART saying it is confidential is a lie.
