Within hours of Rep Tulsi Gabbard's presidential campaign announcement, the first hat is thrown into the ring for Hawaii CD2.  It's Gabbard's 2018 Republican opponent, Brian Evans, who tweeted that he is switching parties (again) and running for Gabbard's seat:
