City Issues 467 ADU Permits--New Sewer Boosts Kaneohe ADU Capacity

Accessory dwelling unit pre-check forms approved thanks to KK Tunnel

News Release from City and County of Honolulu, October 2, 2018

Honolulu – After the successful completion of the Kāne‘ohe-Kailua Wastewater Conveyance and Treatment Facilities Project in June of this year, also known as the KK Tunnel project, the Department of Planning and Permitting (DPP) has approved 46 accessory dwelling unit (ADU) pre-check forms that were originally denied due to the lack of sewer capacity.

In addition, the Department of Planning and Permitting has sent 132 letters to Kane‘ohe homeowners whose pre-check forms were denied because of sewer capacity, informing them to resubmit these forms for possible approval.

(EDITOR'S NOTE: Of course, they could have approved these permits pending completion, but no, this is DPP we're talking about here.)

“Accessory dwelling units are an important tool to help to ease O‘ahu’s housing crunch and I’m glad that the KK Tunnel, the first of its kind in Hawai‘i, is playing an important role in allowing homeowners to build units that must be rented long-term under county ordinance,” said Mayor Caldwell. “I urge all homeowners on the Windward Side of O‘ahu who had their ADU pre-check forms denied to reapply so they can possibly obtain an additional revenue stream and add more units to our housing inventory.”

  • Total permit applications submitted - 807
  • Total cancelled by applicant - 49
  • Building permits issued - 467
  • Completed permits - 170
  • Approved to issue (waiting for pickup) - 51
  • Currently in review - 240

  • Approved - 1,961
  • Denied - 637
