Should developers in Hawaii "build up" or "build out" to ease the housing shortage?
Randal O'Toole, land-use regulation expert and senior fellow at the Cato Institute, says higher-density zoning (building up) might not be the solution to the housing crunch; opening up more land for housing (building out) should also be on the table, if policy makers want to ease pressure on the housing market.
O'Toole presented on Tuesday, Aug. 28, 2018 at the Maui Country Club as part of a discussion on "How to increase housing supply on Maui," sponsored by the Grassroot Institute of Hawaii. Keli'i Akina, Ph.D., president of the Grassroot Institute of Hawaii, served as moderator.
