Rule changes for Shore Water Events go into effect

Application deadline for first triennial calendar set for September 28, 2018

Honolulu – The proposed rule changes for the Department of Parks and Recreation (DPR) Shore Water Events will be in effect as of Monday, July 30, 2018. 

The new rules under Title 19, Chapter 4 of the Honolulu Administrative Rules Shore Water Events can be viewed on the Department of Parks and Recreation website or by clicking here.

The changes include, but are not limited to:

  • Adds that the Mayor may appoint an advisory committee to assist the department in resolving scheduling conflicts.
  • Deletes the appeal process.
  • Amends that the director may fill a vacancy on the North Shore calendar when an application is withdrawn, denied, or revoked.
  • Amends the deadline to submit Shore Water Event applications no later than 90 days prior to the date of the event.
  • Changes scheduling of the North Shore surf calendar from a yearly cycle to a three-year cycle and establishes new deadlines for filing of permit applications.
  • Adopts new procedures governing the application process for submittal of multiple applications for surf events to be scheduled on a triennial North Shore surf season calendar.
  • Amends the period for permitting of a surf event on the North Shore; changes scheduling of surf events on the North Shore from an annual calendar to a triennial calendar; amends the due date to establish the North Shore calendar
  • Imposes a duty upon the permittee to pump portable toilets and park toilets.
  • Adds that a permit may be revoked due to severe shore water erosion.
  • Clarifies the process for a big wave event.

A public hearing was held on July 3, with written testimony accepted until July 11, concerning input on the proposed rule changes. The content of the provided testimony did not warrant the need for an additional public hearing.    

“We appreciate the effort by those who took the time to submit testimony concerning these rule changes,” said Department of Parks and Recreation Director Michele Nekota. “We look forward to addressing surf contest rules for other parts of the island soon.” 

The new rules repeal the July 31, 2018 North Shore surf permit application deadline. DPR will no longer be issuing an annual North Shore surf calendar, but will be issuing a three-year North Shore calendar. Applicants desiring a permit to conduct a surf event on the North Shore from September 1, 2019 through December 31, 2021, must submit an application by September 28, 2018.

The schedule for the upcoming September 2018 to May 2019 schedule was created under previous Shore Water Event rules. That schedule can be viewed by visiting the “North Shore Surf Events” DPR webpage, or by clicking here.
