HB1481: DelaCruz Gut & Replace to Bypass Opposition to HCDA Control of East Kapolei

Senator Donovan Delacruz is at it again.
HB 1481 began legislative life in 2017 as a Bitcoin bill. After laying dormant for over a year, Sen Delacruz has brought the bill back to life and as a “gut-and-replace” version, HB1481HD1SD1, to be heard this week by his Ways and Means Committee (WAM).
Stripped of all references to Digital Currency and Blockchains, HB1481HD1SD1 instead repeals the HCDA Kaka’ako Community Development District and creates a new HCDA East Kapolei Community Development District.
Delacruz’ new text is copied from SB2525 which is awaiting a hearing before the House Finance Committee, chaired by Rep Sylvia Luke. SB2525 ran into opposition from several Kapolei-area Representatives in its last hearing before the House Labor Committee March 23.
Both Luke and Delacruz are endorsing Colleen Hanabusa for Governor in the August Democratic Primary.
HB 1481 is to be heard by WAM, in State Capitol Room 211, Thursday, April 5 at 10:15AM.
