Mayor announces nominees to Honolulu Police Commission 

News Release from City and County of Honolulu October 18, 2017 

Honolulu - Mayor Kirk Caldwell today nominated Karen Chang and Jerry Gibson to serve on the volunteer Honolulu Police Commission. Their appointments require confirmation by the Honolulu City Council.

“I’m deeply grateful to Karen Chang and Jerry Gibson for agreeing to serve our community on the Honolulu Police Commission as volunteers,” said Mayor Caldwell. “With their records of leadership and involvement in our community, I know they will help bring diverse viewpoints to the panel.”

Karen Chang has extensive business leadership experience as a senior executive at two Fortune 500 companies, having held the position of Senior Vice President of Marketing at American Express and then President for the Individual Investor Enterprise at Charles Schwab, where she had responsibilities in sales, marketing, strategy, customer service, finance, compliance, and operations.

Chang previously served on the board of University Health Alliance and is currently a director of the March of Dimes Hawai‘i Chapter, AIG-Hawai‘i, Pacific Health Research Institute, and Teach for America, and is also a member of the Hogan Entrepreneur Advisory Board of Chaminade University. Chang has been a director of Hawai‘i Pacific Health since 2009, and currently serves as Board Chair. She completed her Bachelor of Science in Business Administration at Chung-Hsing University, Taiwan, and attended Pepperdine University’s Executive Masters of Business Administration program. 

Gerard “Jerry” Gibson is the Area Vice President of Hilton Hotels and Resorts in Hawai‘i, Oregon, Las Vegas, and Arizona. He took the helm as area vice president of Hilton Hawai‘i and managing director of Hilton Hawaiian Village Waikīkī Beach Resort in September of 2008. He has operational responsibility for all of Hilton’s owned and managed properties in the Hawaiian Islands, including two of Hilton’s largest campuses, Hilton Hawaiian Village and Hilton Waikoloa Village. He has since added the states of Arizona, Oregon and Washington to his area of responsibility, in addition to the city of Las Vegas.

Gibson started his career with the Ramada Inn at the Honolulu International Airport then onto Host Marriott following graduation from the University of Massachusetts with a degree in business administration.

Chang’s term extends through June 30, 2021. Gibson’s term extends through June 30, 2018, at which time the mayor can re-appoint him to full five year term.
