“Minority Leadership Announces Floor Amendments to Rail Bill”
News Release from House Republican Caucus, September 1, 2017
HONOLULU, HAWAIʻI – Representative Andria Tupola (District 43 – Ewa Villages, Kalaeloa, Honokai Hale, Nanakai Gardens, Ko Olina, Kahe Point, Nānākuli, Lualualei, and Māʻili) and Representative Gene Ward (District 17 - Hawaiʻi Kai) announce the proposal of floor amendments to the rail bill by the Minority Caucus Leadership. Senate Bill 4 is scheduled for third reading in the State House of Representatives on Friday, September 1.
The four amendments are as follows:
- Exclude neighbor island counties from the transient accommodations tax increase
- Require the State Auditor to perform a forensic audit to look for fraud, waste, and abuse
- A “rail cap” that limits the total funding allocated to the Honolulu Rail Project by the legislature
- Require that at least 10% of the rail’s total cost be raised through private investment or public private partnerships
