Full Text: Summary of Secret UPW Contract

The following is a two-page summary of the proposed UPW contract.  This summary is being distributed to the 4,800 UPW Unit 1 members currently voting on the contract.  Contrary to false information printed in the Aug 2, 2017 Star-Adv, the contract features 10.65% wage hikes over four years and a reopener for years three and four -- conveniently timed for after the next gubernatorial election.

1. LETTER OF INTENT

• Broadbanding.

• Multi-Skilled Worker.

2. SECTION 66. DURATION

Four (4) years, July 1, 2017 to June 30, 2021.

3. SECTION 46. WORKING CONDITIONS AND SAFETY

Establish three levels of safety shoes categories and payments for State/HHSC/Judiciary/DOE/UH employees for 1 year or until the payment amount of each level is established by the procurement process.

Level1: $131.00, Level2: $164.00 and Level3: $200.00

4. SECTION 23. WAGES AND SECTION 62. BENEFIT PLANS

July 11, 2017

EUTF: Primary medical ($335.00 -self; $812.48- two party; $1 ,033.06- family).

Dental, vision, supplemental medical 60%; life 100%.

November 11, 2017

$1,000.00 one-time lump sum payment.

June 11, 2018

3.2% wage increase.

July 11, 2018

EUTF: Primary medical ($368.50- self; $893.72- two party; $1,136.36- family).

Dental, vision, supplemental medical 60%; life 100%.

November 11, 2018

$1,000.00 one-time lump sum payment.

May 11, 2019

3.45% wage increase.

July 11, 2019*

2% wage increase.

July 1, 2020*

2% wage increase.

* Not less than 90 days before the beginning of the 2019 legislative session, the parties shall meet to continue bargaining on the equivalent of step movement and Employer contribution to EUTF. If agreement is reached, those amended sections shall be effective no earlier than July 1, 2019 and shall remain in effect through June 30, 2021.

1 Employer to provide work guidelines, rules & procedure to employees.
6 Time spent in service as Union officers outside of work hours to be considered as time worked.
11 Discipline.
11A Leave pending investigation of charges.
16 Temporary assignment and promotion.
23  Standard of Conduct differential for PSD, HYCF & Detention Home
25 25.10 Excused from work with pay following working 14 hours in any 24-hour period.
26 26.02i. Requires 10 consecutive hours of rest or credited OT until 10 hours of rest.
30 Temporary hazard pay.
32 Night differential.
34 Meal allowance.
35 If required to work on holidays and 2 holidays fall on same day, employee shall be allowed to work on 2"d holiday.
36 Compensation in lieu of denied vacation leave.
46 Safety equipment.
50  Working Condition differential
60 Differential pay when DOT inspections work is performed by AES employee with COL Class A
New Employer to provide benefit information when employee exhaust sick leave.
New Emergency hired employees become regular employees after 6 months.
New Employees with COL shall not be penalized if acquire a medical condition.
New New Flu shots provided at no cost.
New New Broadbanding.
New  New Multi-Skilled Worker.
