If permitted by laws or council rules of the City and County of Honolulu, I respectfully ask that you use your authority as Chairman of the Honolulu City Council to initiate an investigation or convene a hearing into Mayor Kirk Caldwell's, and his Managing Director Roy Amemiya's withholding information from the public and his appointed Director of Department of Enterprise Services about the Program Administrator of the Honolulu Zoo's (AD200) resignation. I believe that the withholding of the information occurred as part of Mayor Caldwell's strategy to influence the election and, more specifically, City Charter Amendment Number 9.
I am submitting a copy of an email I obtained under the Uniform information Practices Act 92 F establishing the fact that Mayor Caldwell and Mr. Roy Amemiya had knowledge of the Honolulu Zoo Program Administrator's resignation on October 31, 20136.

Dear Guy and Tracy,
Via this letter I would like to submit my resignation from my position as Program Administrator of the Honolulu Zoo (AD200). On October 31st of this year, I had a meeting with Mayor Caldwell and Managing Director Amemiya informing them of my intent and would like to now submit my intent to you as well.
I currently have two holidays saved up (Election Day and Veterans Day) and would like to add those on to the vacation time I am about to take. These days will go towards November 22 and 23, 2016. As discussed, I will also be submitting additional vacation time up until the 15th of December of 2016. Therefore, my final day with the City and County of Honolulu will be December 15, 2016.
