Public hearing on proposed private transportation administrative rules to be held November 21

Rules will affect services such as taxis and Uber/Lyft

News Release from City and County of Honolulu, November 14, 2016

Honolulu – The Department of Customer Services will conduct a public hearing to consider adoption of the proposed City and County of Honolulu Administrative Rules, Title 9, Chapter 2, governing private transportation provided by services such as taxis and Uber/Lyft.

The public hearing will be held Monday, November 21, 2016 at 1 p.m. in the Mission Memorial Building hearings room, located on the first floor at 550 South King Street.

The rules are required under Ordinance 16-25, which was Bill 36 passed by the Honolulu City Council on August 4 and returned unsigned without the approval of Mayor Kirk Caldwell.

The proposed rules provide the procedures and standards to be followed for issuing private transportation company business licenses, certification of private transportation drivers and vehicles, and private transportation company vehicle requirements and standards to conduct operations.

The public is encouraged to attend the public hearing and present relevant data, views or arguments for consideration by the Department of Customer Services. Those who are not able to attend the public hearing may submit written testimony by mail to the CSD Motor Vehicle Control Section at: 1112 Kapahulu Avenue, Honolulu, Hawai‘i 96816. All advance written testimony must be received no later than Friday, November 18, 2016, 4 p.m.

The public may request a copy of the proposed rules at no cost. The document is available at www.honolulu.gov/csd/, by calling 768-2530, or in person at the Motor Vehicle Control Section at 1112 Kapahulu Avenue, Monday through Friday from 7:45 a.m. to 4:30 p.m.

If you require special assistance, auxiliary aid and/or service to participate in this event (i.e. sign language interpreter; interpreter for language other than English, or wheelchair accessibility), please contact the Motor Vehicle Control Section at 768-2530, or email your request to csd@honolulu.gov at least two business days prior to the event.
