HAWAII STATE ETHICS COMMISSION APPOINTS DANIEL M. GLUCK AS EXECUTIVE DIRECTOR

The Hawaii State Ethics Commission has unanimously selected Daniel M. Gluck as its new Executive Director, effective August 1, 2016. As Executive Director, Mr. Gluck will serve as the administrator and chief legal counsel for the Commission, overseeing the administration and enforcement of the State Ethics Code for state officials and the Lobbyists Law for lobbyists and organizations that lobby the legislature. “We are excited to have Mr. Gluck join the Commission’s staff as Executive Director. He possesses stellar academic and professional credentials and has demonstrated the temperament and skills to help fulfill the Commission’s mission,” said Commission Chair Susan DeGuzman.

Mr. Gluck received a Bachelor of Science degree in Industrial and Labor Relations from Cornell University, where he graduated with distinction as a Merrill Presidential Scholar. He then attended and graduated from Harvard Law School, where he also served as President of the Harvard Legal Aid Bureau. Following law school, he served as a law clerk to former Associate Justice James E. Duffy, Jr., of the Hawaii Supreme Court, and to Judge J. Michael Seabright, United States District Court Judge for the District of Hawaii.

Since 2007, Mr. Gluck has been employed by the American Civil Liberties Union of Hawaii, first as its Senior Staff Attorney and then as the organization’s Legal Director. At the ACLU of Hawaii, he investigated and litigated many civil rights cases, specializing in constitutional law and federal/state anti-discrimination statutes. Mr. Gluck also taught civil rights seminars as an adjunct professor at the University of Hawaii William S. Richardson School of Law.

Mr. Gluck’s community service activities include working as a volunteer instructor to assist victims of domestic violence prepare for court cases. He is also a board member of Emerging Humanity, a non-profit organization focused on health and education in rural western Kenya.

Mr. Gluck stated that he is “delighted and honored” to be selected as the Commission’s Executive Director. “I will work to ensure our state’s lawmakers, employees, and lobbyists adhere to the highest ethical standards,” he said. “Furthermore, I am accustomed to working with different sets of stakeholders and will continue to conduct my work professionally and respectfully towards all parties involved.” A strong proponent for ethics education, Mr. Gluck “believe[s] that most government employees and lobbyists want to behave ethically” and hopes to “assist the Commission in expanding its educational resources [as well as] provide greater clarity to lawmakers, employees, lobbyists, and the general public about the requirements of the law.”
