Millions for Company Tied to OHA Chair Pass Through House Finance on Three Minutes Notice

Slipped through the House Finance Committee today with just three minutes public notice rather than the 48 hours normally required, HB2607 authorizes Special Purpose Revenue Bond money to “PQ Energy, LLC”. 

A search of BREG shows that “PQ Energy LLC” is controlled by William K McClellan.  McClellan is the President of Pelatron, Inc

A related Pelatron company, the Pelatron Center for Economic Development (PCED), is Chaired by OHA Trustees Chair Bob Lindsey

Akamai readers may remember that PCED put Senator Brickwood Galuteria on the payroll during the time Galuteria was campaigning for OHA development of Kakaako Makai against the wishes of his own constituents.

The current version – HB2607HD1 -- gives PQ Energy a blank check to be filled in secretly in conference committee at the end of the session.  The original HB2607 version of the bill authorized $63M in Special Purpose Revenue bonds for “generation of renewable energy and waste management through the development of renewable energy plants.”

HTF received notice of a 2:00 Thursday 3/3 FIN hearing TODAY 3/3 at 1:57. The notice lists 24 bills to be added to the 3/3 FIN hearing agenda. Interestingly the only bills on the agenda were the listed 24 bills.

This out-of-public-sight move is possible because FIN chair Rep. Sylvia Luke asked for and received a waiver from the required 48-hour public notice of a public hearing on the floor today 3/3.

Two Governor proposed bills opposed by HTF, HB 2407 HD2 and HB 2408 HD2, are on this public input not wanted agenda.  HTF opposes these bills because they allow DOT to lease, negotiate and use "other instruments of disposition", and grant reachable permits for use of public land under DOTs control if that use is for airport and maritime related operations without the currently required BLNR approval.

Repeals administrative forfeiture proceedings.  Requires the agency to pay for safe and secure storage of the seized property until the completion of the forfeiture proceeding or final disposition of the property.  Provides that the property is forfeited only when the property owner has been convicted of a underlying felony or misdemeanor covered offense.
