We want to share with you an email that gives a rare, “not-for-public-viewing” look into the inner workings of the consortium the Office of Hawaiian Affairs (OHA) has created to administer the Native Hawaiian Roll and create the first ever US Hawaiian Indian tribe.
If you recall, the expected main players in this consortium consist of the Council For Native Hawaiian Advancement (CNHA) the Sovereign Councils Of Hawaiian Homelands Assembly (SCHHA) and the Association of Hawaiian Civic Clubs (AHCC.)
This consortium would receive and manage millions of Hawaiian beneficiary dollars - $1.9 million just for starters - to create and maintain a US Hawaiian Indian tribe.
In light of the vast amounts of money about to be put at consortium members' disposal, this private email gives insight as to the reasons why many different organizations are stepping over each other in a rush to become part of OHAʻs consortium and may explain as well the actions of certain individuals.
This private email, sent on September 24th between Annelle Amaral, a US federal recognition proponent who is running to become the next AHCC president and current president Soulee Stround is primarily about Souleeʻs attempt to involve the AHCC in OHA's consortium without prior consultation or consent by the AHCC.

In the email Annelle challenges Soulee to be transparent and forthcoming to the AHCC regarding his participation in OHA's consortium.
She points out that due to his association with both the AHCC and the SCHHA, he could be accused of double standards.
Annelle asks Soulee “How can you serve on both efforts?” “What is your roll with CNHA?” “What is your role with OHA?”
Soulee discloses that his role with OHA “has been to represent the AHCC based on resolutions and actions of the board, i.e.., support of Kanaiolowalu, Federal recognition, Act 195.”
But Annelle further questions Soulee's intentions to quickly involve the AHCC in the consortium without prior AHCC approval.
Annelle writes “Soulee, when you speak, people assume that you have the prior approval of the Association.”
And she continues “You have an obligation of full disclosure…..to your members…at the very least…if not to the Hawaiian community…..a`ole.”
She also brings up the fact that he had not disclosed to the AHCC executive committee private meetings he held with groups and certain individuals including a state of Hawai'i politician.

If you're an AHCC member, we urge you to demand the AHCC stay out of OHA's consortium and cease all support for US federal recognition.
This email is just the “tip of the iceberg” as to what's to come under US federal recognition.
