Legislative Update: November 18, 2013

Last week the City Council hosted a public hearing on legislative proposals. Legislation that was discussed included:
Resolution 13-216 (FD1) – Initiating an amendment to the Charter relating to the Board of Water Supply
- Proposes to place the following question on the 2014 general election ballot: “Shall the Revised City Charter be amended to prohibit the rate- and charge- setting power of the Board of Water Supply from being used to establish retroactive billing practices?”
Resolution 13-216 (FD1) was passed out of the Council on second reading and will be scheduled for a second committee hearing.
Bill 53 (CD2) – Increasing public awareness of and access to data and information created by and available from City departments.
- Enhancing government transparency and accountability, encourage public engagement, and stimulate innovation with the development of new analyses or applications based on the unique data provided by the City.
Bill 53 (CD2) was approved on third reading and will be sent to the Mayor for adoption.
Resolution 13-238 (CD1) – Relating to the 2014 Hawai‘i State Association of Counties (HSAC) legislative package.
- Approving the proposals for the 2014 HSAC Legislative Package.
Resolution 13-238 (CD1) was approved and passed out for adoption.
Bill 53 (CD2) was approved on third reading and will be sent to the Mayor for adoption.
Bill 62 – Relating to Helmets
- Addressing helmet requirements for minors when operating a
skateboard, roller skates, including inline skates, a toy vehicle, or a similar device upon public spaces.
Bill 62 was deferred until further notice in order to resolve enforcement issues.
