Caldwell's TOD Pick Connects Smart Growth, Active Aging

HARRISON RUE PICKED TO HEAD TOD PROGRAM

Honolulu Mayor Kirk Caldwell announced today the selection of veteran transportation planner Harrison Rue as the Administrator of the City’s Transit-Oriented Development (TOD) Program.  Rue currently is a principal with ICF International, a Virginia-based consulting firm.

“I am excited to have someone who knows Honolulu with great experience in transportation and transit-oriented development planning joining our team,” said Mayor Caldwell. “Mr. Rue’s expertise at the local, regional and federal levels will allow the City to build vibrant transit-enhanced neighborhoods where driving a car is an option and not the only choice.”

At ICF International, Rue’s areas of expertise include transit and TOD planning, integrated transportation and land use planning, and public participation and communications.

Prior to joining ICF International in 2008, Rue was the Executive Director of the Thomas Jefferson Planning District Commission in Charlottesville, Va.  Rue served as vice president of the Association of Metropolitan Planning Organizations, and he spent three terms on the U.S. Environmental Protection Agency's (EPA) National Advisory Council on Environmental Policy and Technology.

“My wife and I are grateful to be able to come home to Honolulu, where I have worked previously for both public and private sector clients,” Rue said. “I’m excited to join the Mayor’s team to help jump-start the TOD program, coordinating policies, plans, programs, and strategic investments to help the neighborhoods along rail become great places to live, work, learn, and play.”

Rue is the founding director of the Citizen Planner Institute in Hawaii and Florida, and has done extensive work and led numerous workshops and conferences on Oahu over the past 15 years.  He helped plan and facilitate the University of Hawaii Sea Grant’s Smart Growth Workshop in 2012, and co-led the EPA’s first Smart Growth Implementation Assistance team to Honolulu in 2004.  Rue also was a team leader for the City’s Islandwide Traffic Calming Program that created more than 30 neighborhood-based plans, training manuals and videos from 1998-2002.

The City’s Transit-Oriented Development Program is under the Department of Planning and Permitting.  As a community-based planning effort, TOD encourages multiple transportation options, rather than just the automobile, and preserves the local character of a community.  The City began creating the eight TOD Neighborhood Plans in 2007.  For more information about TOD, visit www.todhonolulu.org.
