The first proposed contract is a $195,000 extension to an earlier award to advertising agency MVNP (formerly Malici Valenti Ng Pack) “to develop and implement a strategic public relations and marketing plan” for the Hawaii Clean Energy Initiative….
Then there’s a $100,000 request to exempt “Sponsorship of telecom and communications technology related events.”
This covers “marketing and public awareness events related to the Governor’s Hawaii Broadband Initiative,” with funds to be managed by the High Technology Development Corporation.
This is another initiative launched through an executive order sign by Gov. Abercrombie in August. These funds would, according to the accompanying statement, be used for “opportunities” that arise to spread the message….
The “issue management” component seems to have the most potential for additional mischief. It sounds an awful lot like it is aimed at burying opposition to the Big Wind project on Molokai and Lanai through both a PR blitz and manipulation/mobilization of both elites and “active, trusted, and engaged community members and groups who have a clear understanding of the benefits of clean energy” on each island. That sounds a lot like they may be planning to once again pit the unions with interests in construction and development against communities with both more particular issues as well as broader long-range concerns.
According to the proposal, MVNP will also “establish relationships with key community members” in Maui County, which will allow they to push “a more balanced relationship and voice within neighbor island communities” and “correct misinformation.”

How Will APEC Be Remembered?
CB: To give you an idea of just how unimportant the APEC summit was to the White House press corps, consider the fact that, of the 10 or so questions asked of President Barack Obama at his concluding press conference, just three or four were about APEC….
The single press conference question about Hawaii concerned the president's decision not to have APEC leaders don aloha shirts. It got a laugh but no doubt stung the folks at Tori Richard, Reyn Spooner, Hilo Hattie (and probably the Hawaii APEC Host Committee)….
The state may not reap the millions of dollars that APEC was expected to bring in. It is still unclear just how many people even came. The expense in security and manpower will be tremendous.
We may also not see the likes of an APEC summit on these shores any time soon.

At about noon the Hawaiian Independence Action Alliance halted traffic on the highway at the Laaloa Street intersection for five minutes, an action that had been coordinated with the Honolulu Police Department.
Officers from the aloha shirt-clad Civil Affairs Division and Bicycle Detail blocked off the intersection from vehicles as about 20 protesters stood in the crosswalk and held up letters that spelled, "FREE HAWAII." ….

"This made sense for us," Cruz said, noting her group is not large enough to grab the kind of media attention that was attracted Saturday afternoon by the 300-person anti-APEC march from Moiliili to Waikiki.
Across the street and several hundred feet away, about a dozen members of the group Reinstated Hawaiian Government gathered from about 6 a.m. and erected large signs demanding the return of lands to the Hawaiian nation.
Henry Noa, (long felony record) prime minister of the group, said most of the limousines carrying dignitaries sped by as they drove past on their way to Ko Olina, but he said the Chinese contingent appeared to have slowed and paid extra attention to the signs that read "US Gov't Return the Stolen Lands Back to the Haw'n Nation" and "The Lawful Haw'n Gov't Demands the Return of All National, Crown, Gov't & Public Lands."

Thousands get stuck in "Carmageddon"
KHON: One by one roads closed and freeway overpasses and underpasses were shut-down, as dignitaries left Waikiki.
"I thought I'd get groceries early in the morning that's my one trip for the day and I get stuck," said Bonnie Chan, who was caught up in traffic.
Thousands got stuck. Police and the Secret Service closed westbound lanes of the H-1freeway as world leaders made their way to Ko Olina.

Spear Bill would take aim at Drug Dealing MDs, Pharmacists
KGI: Prescription pill abuse is outpacing illicit drugs as both a health epidemic and corresponding addiction-related crimes, according to officials. Lawmakers are now tweaking a legal system that was not designed to enforce abuse of the medicine cabinet.
Government officials, law enforcement and the courts are working on legal and policy strategies to respond to 513 Class C felony criminal pharmaceutical drug cases in Hawai‘i last year — nearly half of all 1,066 drug-related cases, according to State Deputy Director of Public Safety Keith Kamita.
Some 250 crimes involved forged prescriptions, and Kamita said this is encouraged by legal loopholes that allow “dial-a-doc”physicians to prescribe more liberally.
The “Spear bill” — named for Harold Spear III, a physician arrested in Kaua‘i and Alabama for dispensing drugs without his presence in consultation — would tighten loopholes on prescription laws.
“This makes into law the things we take as common sense, such as having to physically examine a patient,” Kamita said.
County Prosecutor Shaylene Iseri-Carvalho said the Prosecuting Attorney Association, the State Attorney General and other county prosecutors are helping to shape that legislation.

Lincoln Ashida to run for Hawaii County prosecutor
WHT: The announcement came as little surprise, as Ashida, 49, has previously shown interest in the position, especially after former Prosecutor Jay Kimura announced his retirement in January.
"Jay Kimura's retirement after over 30 years of distinguished service to our county has provided an opportunity for me to seek an office I have always looked forward to holding and serving," Ashida said in a statement.
Ashida, who has been the county's top civil attorney since 2000, started his legal career as a summer law clerk in the Prosecutor's Office, and went on to serve 13 years as a deputy prosecutor before former Mayor Harry Kim appointed him corporation counsel.
Former First Deputy Charlene Iboshi, a 31-year veteran of the Prosecutor's Office who temporarily assumed the top position in April, had previously said she was keeping her options open about whether she'd run for the nonpartisan position in 2012.
Iboshi told West Hawaii Today that she has decided not to run.

Kauai Volunteers stage Massive beach Cleanup, Find no Plastic
WAILUA — Some 50 volunteers spent a couple of hours Saturday clearing vegetative debris that accumulated at the waterline of the popular Morgan’s Ponds swimming area at Lydgate Park.
the debris caused by runoff in the Wailua River from last week’s storm continues to plague the volunteers who join the county’s Parks crew in keeping the area clean.
“We need a piece of equipment to be stationed here so whenever a storm comes, we can clean up faster,” Lydgate said, noting that a Bobcat equipped with a claw similar to those used for sugarcane harvesting would handle the task.
“I guess we can’t win with Mother Nature,” Lydgate said, lugging two full buckets of debris to the waiting container.
