KITV: …People want to know how a suspect with a long criminal rap sheet ended up free in the first place.

Hawaii County prosecutor Mitch Roth says Waiki had an outstanding warrant after getting extradited from Las Vegas for probation violations and bailing out in November. Then, he failed to show up for his hearing in March.

Police were already looking for him at the time of the shooting.

Roth said, before Waiki posted his $7,000 bail, his office tried to increase the payment, but the court said no.  Roth said it's just another piece of the system that failed to keep a dangerous man like Waiki off the street.

“We don’t have enough jail space so every time we’re putting people in we’re kicking people out.  What I’ve seen is the legislature has been trying to fix a lot of these problems by making crimes less serious by reducing bail.  It’s problematic when people like him get out and can commit more crimes.”Explained Roth.

“We don’t want people that are criminals to be out of jail at all but we deal with it all the time. Why is he out of jail is really a common question that we have.” Said Major Robert Wagner with the Hawaii Police Department.

Both Roth and Major Robert Wagner said it can be frustrating dealing with the same repeat criminals over and over again.

Roth said Hawaii Island needs more jails with more space to prevent early release due to overcrowding.  He also added, Hawaii Community Correctional Center is made for 200 people and currently contains twice that number….

SA: …The two Democratic candidates for governor said they favor a public-private partnership to build a new, smaller replacement for aging Aloha Stadium but differ on where the facility should be built.

Gov. David Ige said he would be “open to discussions” with the University of Hawaii about locating a stadium on campus in Manoa or West Oahu, whichever the school, as a prime tenant, prefers.

Congresswoman Colleen Hanabusa said she favors a facility on land adjacent to the UH West Oahu campus that could be a magnet for high school students who would also use the field…..

With a rail stop coming to the parcel, the consultant recommended mixed use ancillary development on the 100-acre parcel as a way for the state to help defray the costs of building a facility expected to cost upwards of $300 million.

The Legislature has appropriated money for an environmental impact statement and stadium master plan and the Aloha Stadium Authority has a goal of issuing a request for proposals from prospective developers by late 2019….

Big Q: Should the 50,000-seat Aloha Stadium be replaced with a smaller 30,000-35,000-seat stadium, as gubernatorial candidates David Ige and Colleen Hanabusa have suggested?

Did Caldwell Forget About Iwilei Homeless Center?

HHC: …somewhere in the deep recesses of the mayor’s mind, he surely must remember spending more than $6 million in taxpayer money two years ago on a new “state of the art” homeless services center in Iwilei that sill hasn’t opened, even though the building was already constructed.

Still, it sure is confusing when Caldwell ponders out loud the need for “some sort of facility where (hardcore vagrants) would get assessed for substance abuse and mental health issues until they can get housed.”

Because that’s just what the Iwilei center is supposed to be, if it ever opens: “an epicenter for homeless services that will include a 24-hour urgent care center with primary and mental health services; a rapid detox and wound care center; and a place for the most critical patients to stay for up to 30 days while being treated for chronic diseases, mental illness and other serious health conditions.”

The media people seem to have a little lava on the brain too, because they’ve forgotten all about this scheme or can’t seem to muster the faculties to inquire about it…

Hanabusa Supporters Cry Sexism

SA: … State Rep. Della Au Belatti (D, Moiliili-Makiki-Tantalus) said she was surprised when she saw the ad, which begins with an image of Ige’s opponent in the governor’s race, Congresswoman Colleen Hanabusa, then a woman saying, “criticism isn’t leadership.” 

Belatti, House majority leader, said the ad is a “low blow” because it implies Hanabusa, as a woman, is “too critical” for simply pointing out facts….

Belatti challenged Ige to pull the commercial and instead start having a conversation about his record.

State Sen. Michelle Kidani, vice president of the Senate, who also attended the news conference, scoffed at the idea that Hanabusa shouldn’t criticize Ige….

Glenna Wong, spokeswoman for Ige’s campaign, said the campaign will not take down the ad, which was on the campaign website today….

About 20 women attended the press conference, including former first ladies Vicky Cayetano and Nancie Caraway, wife of former Gov. Neil Abercrombie. Belatti said the press conference arose out of conversations among community leaders, not through Hanabusa’s campaign.

West Hawaii Today Blackmails Candidates into Buying Ads

CB: …West Hawaii Today told candidates to buy a display ad or they wouldn’t be allowed to respond to questions on issues that will also be included in the Kona newspaper’s “Election 2018” special section, a number of candidates interviewed by Civil Beat say. The election guide is scheduled to be published Sunday….

No one from West Hawaii Today or Oahu Publications responded to requests for comment for this story despite repeated phone calls and emails left with them over the past week.

Requiring candidates to pay for an ad before being included in a voter’s guide has been going on since at least the 2016 election, says David Tarnas, a former lawmaker from North Kona and South Kohala. Tarnas, who represented the area from 1994 to 1998, says he first encountered the policy when he ran for the same seat two years ago.

“I was so upset with them I didn’t want to pay to play,” Tarnas told Civil Beat recently.

Tarnas did not pay and did not appear in the newspaper’s election special section, a decision that may have hurt his chances of winning, he thinks.….

Council Votes to Retroactively Tear Down Affordable Housing ‘Monsters’

SA: …About half a dozen people testified in support of the measures at Thursday’s zoning meeting, and most of the written testimony supported them as well.

Bill 50 exacts stiffer penalties on contractors and homeowners who violate the moratorium on large-scale houses that was approved in March.

Bill 53 hikes the penalties on those who either build without a permit or continue to build residential structures — regardless of size — despite explicit directions from the city to stop.

A large, three-story apartment complex on Date Street in Kapahulu was built first without a building permit and then later while under a stop-work order by the city. The owner and contractors are accruing $1,050 in daily fines that now total more than $130,000. Opponents think it should be torn down.

Zoning Chairwoman Kymberly Pine, at the urging of the group HI Good Neighbor, amended Bill 53 to make it clear that the Department of Planning and Permitting would have the authority to demand a builder tear down either a portion of or an entire house if work continues after a notice of violation and stop-work order has been imposed….

There was a smattering of testifiers who voiced concerns with the retroactive nature of Bill 50…. (Lawsuit bait.)
